TheMagnuson-Stevens Act was written 36 years ago and did not encompassall then, it does now. It like a boat that is 36 years old, at timesneeds a tune up to cleaning rather than just a new paint job over theold peeling paint. For the job to be done right, the paint first mustbe stripped away before that first primer is put on. Those at NMFS toNOAA just keep painting over the old craft in hopes it will float.We, on the other hand, want the job done right so our kids and theirkids will to have this luxury to pass down, over and over. 1% wants more from Florida Tipped Workers!

The state Senate Commerce and Tourism Committee passed a bill Thursday that would allow employers to pay tipped workers, waiters and waitresses, a lower minimum wage than what is currently authorized in Florida, effective July 1, 2012. The bill, SB 2106, would slash the current Florida tipped minimum wage of of $4.65 an hour to the federal standard of of $2.13 an hour. “Causing or threatening to cause financial harm to any person—i.e., using financial control over a person,” is one of the terms used in the definition of Unfree labor; a direct violation of the The Thirteenth Amendment to the United States Constitution. This Bill, SB 2106, which was “hurried” into through committee, slippery and silent, is not of the Will of, "The People!" Florida ranks No. 3 in restaurant and sales growth, according to National Restaurant Association as of this year. The bill was put through by the Florida Restaurant and Lodging Association, in that they are saying the pay hike to tipped employees of $4.65 per hour will hurt the industry and its owners. The 1% want more as, if they could, we, the people, would work for free! Kill this Bill before it kills your way of life and puts just one more burden on your plate.
I am but just an Exploratory Candidate to the US Senate and I can see this is wrong. Why would not all who represent 'The People' in the Service Industry', see it too as a way for those who have to have more and those who have not; lose more? State Sen. To our esteemed Representatives & Governor Scott to whom may not have been involved in this "Free Lunch" to the industry. We the signed patrons of this petition, do hereby request that this bill be stricken from the records, called down and not imposed on the people who live pay check to paycheck with enough on their plates without the government making it harder to get through the day. Just because a server makes $10.00 per hour on the roll call in the halls of justice of our fair state, does not mean they make 10 dollars each and every hour. It is averaged out over the year, so it looks good on paper but not in real time. Many service workers work feast to famine. One day say 200 dollars for a double shift and the same time, next month, 20 dollars. Add the two together and one could say this worker made, $7.30 a day, when in reality they had money for two days and went without for 28? It is not fair to reduce their fare efforts to give you good service. Will you all do the same and Kill this Bill of economic failure to the 99% who are in need and working hard to obtain it? I always thought Government, especially on the Federal level should stay the hell away from my church, beliefs from the tooth fairy to abortion and out of my pocket book when it comes to Social Security; being we are deducted pay check to pay check for it, is it not ours, not theirs?

The area about Reagan & Thatcher on the end of the cold war, makes me want to puke! The name changed to "Sustainability War" keeping in time with the changing times, yet we still reprieve the "Cold War" is done and won. When it is just the opposite; it is alive and well with the Rio +20 Conference occurring this year, promoted on FOX network last night under the code name "Sustainable Environments." Where all is divided up equally, with the exception of the Share Holders, in a warm and fuzzy world of Agenda 21. During Reagan's time, this same doctrine was presented to him and he threw it out with a comment of "nothing but pure Marxism in its purest state, under the guise of a different name!"

We are meeting here to discuss important issues about the nature of conservatism, the state of its intellectual capital, and its governing philosophy. These are big issues for big minds-the sort that populate places like Heritage.That being said, I am not William Buckley. I can’t even do a good imitation. I am not Russell Kirk. Although I believe in the “American Cause” and that conservatives have minds. I’m no Midge Dector or Irving Kristol. And no one is going to mistake me for Ed Feulner. His office is much nicer than mine. I have, however, written a rather heavy book recently - amazon.com says it weighs 1.4 pounds. Handled properly, it can harm small animals. So I am humbled and grateful to be here. I will speak seriously because serious issues deserve to be discussed seriously.This is a time of unprecedented conservative power in the United States. I use the word ‘power’ intentionally. For the last decade Republicans have controlled both houses of Congress. For 17 of the past 25 years we have controlled the White House. And for the last four-and-a-half years we’ve controlled both the legislative and executive branches of government. The American people have entrusted us with their future.During that time much has improved because much has been done. Democracy is spreading throughout the world - more people are free. Welfare has been reformed and millions of families have found the freedom of work, home ownership, and liberty. Taxes have been reduced and despite the recession, 9/11, intense global competition and nature’s fury the economy is growing.
But conservatives need to remember that in the early 1960s, liberalism was the dominant governing philosophy, and it laid claim to the nation’s future. At that time it was seen as America’s deliverer from the Great Depression. It helped bring civil rights to all Americans, was overseeing an unprecedented economic boom and providing a government-funded safety net for seniors.

Within a generation though, liberalism was in full-scale retreat. It was -- rightly or wrongly - considered the philosophy of ‘tune in, turn on, drop out’ and America’s humiliating defeat in Vietnam. Liberalism had been in power for oil shocks, inflation, unemployment and stagnation. It had become a philosophy of a hopeless malaise. In other words, things change quickly, and liberalism splintered and failed in no small part because it did not do what we are doing here today - taking a long hard look at ourselves and our changing times, asking ourselves which parts of our tradition are suited for today’s and tomorrow’s challenges, and what has become outmoded.So let me begin with self-criticism. There are problems in American conservatism. A decade ago Republicans came to Washington promising to change it rather than to be changed by it. I’ve talked about some of our victories. It’s crucial to also talk about our failures. We have not reduced the size of government. There is no balanced budget amendment. Pork-barrel and self-interest politics have grown. Special interest groups haven’t been defeated or tamed, they are thriving. There are philosophical concerns as well. We are, for instance, witnessing the unprecedented rise of libertarianism. Libertarianism is rooted in grand ideals about the sanctity of liberty and freedom. You will find no argument against liberty’s virtue or freedom’s valor in this quarter. But there are some who seem to believe that conservatism’s future lies in lowering our aspirations, leaving people alone, adopting a collective “no harm, no foul” mentality and do no harm individualism.This is where we disconnect with most people, because we disconnect with how people live their lives. People don’t live lives as radical individuals. It doesn’t work. Nor can they live lives as pathetic dependents, which is all too often the result of the policies of the left. Both sides seem to be talking about an ideological utopia ungrounded in reality.
We have long recognized the folly of the left’s worldview, but to avoid a similar fall we must ask ourselves the hard questions, and make corrections when needed is not only needed to ensure the success of the conservative movement, as well as the American experiment. With that mission, I’d like to take this time to talk about conservative philosophy and make a few suggestions of my own.Let’s start with our roots: Intellectual conservatism was once defined by two clear goals - the defeat of communism and the reduction in governmental size, scope and sweep. The former was perhaps best captured by the great Ronald Reagan who rightly declared the former Soviet Union an “evil empire” while the latter was most accurately described by the great Margaret Thatcher as the “nanny state.”There are three observations I’d like to make about this conservatism:First, it was a conservatism with a purpose. The goal of ending the scourge of communism wasn’t so that we might all be left alone to do our own thing but to eliminate oppression, increase liberty, and enable freedom. Eliminating the evil empire was absolutely about protecting America and Americans. But it was also about setting the captives free. It was about lifting the yoke of oppression from millions of innocent people who wanted to be free. Similarly, limiting government’s scope wasn’t just about making the budget smaller or closing some departments. The purpose of limited government was the expansion of the unlimited potential of people.

Second, it was a conservatism with definable objectives. We could tell whether or not communism was eliminated and government reduced. Third, it was a conservatism of hope. For many decades, it seemed altogether unlikely that we would ever see the end of the Soviet Union. The Cold War seemed to be getting hotter and hotter while America’s morale got lower and lower. But we never gave up. We never stopped believing in the rightness of our cause.Purpose, objective and hope; those were the hallmarks of a conservatism that quite literally saved the world. They should also be the defining characteristics of conservatism’s future. Is that possible? I believe it is. And I believe what we call “Compassionate Conservatism” has something unique to offer to the shaping of our future.
But before I define the particular contributions that we have to offer, let me make two observations. First, conservatives in general hold in common, at least here in the United States, a commitment to a strong national defense, the promotion of democracy, vibrant economic growth through low taxation, less regulation and an unencumbered free market, and a recognition of the limits of government as successful social engineer. These principles I embrace and are our common denominator.
Second, the competitor to conservatism’s future, I believe, is libertarianism. It is a consistent and vibrant, although I believe misguided, strain of conservatism.
America’s conservative heritage never pursued a limitless freedom to do whatever one wants so long as no one is hurt. That kind of “freedom” to be and do whatever we want, irrespective of the choice is a selfish freedom that cannot be sustained or afforded. Someone always gets hurt when masses of individuals do what is only in their own-self interest. That is the great lie of liberal freedom, or as I like to say, “No-Fault Freedom” -- all the choice, none of the responsibility.We here today believe in something altogether different. It is the liberty America’s Founders understood properly defined. Freedom is liberty coupled with responsibility to something bigger or higher than self. It is a self-less freedom. It is sacrificial freedom. It is the pursuit of our dreams with an eye towards the common good. Freedom is the dual activity of lifting our eyes to the heavens while extending our hand to our neighbor. The only orthodox conservative philosophy that matches with this is compassionate conservatism. What is it? Compassionate Conservatism is rooted in the general welfare and relies on healthy families, freedom of faith, a vibrant civil society, a proper understanding of the individual and a focused government to achieve noble purposes through definable objectives which offers hope to all, including those in poverty. Ironically, for all of the chatter about it during the last number of years it is still an emerging philosophy. It hasn’t ever been tried as a governing philosophy. From one end of Pennsylvania Avenue to the other, Republican passion for compassionate conservatism has waned as other “more pressing matters” took over. For some this lack of action has meant discouragement and for others it has meant cynicism. But the truth is that this compassionate conservative philosophy is the only viable conservative philosophy we Republicans possess.There are four cornerstones to compassionate conservatism.

First, compassionate conservatism is founded on the family. The family is the foundation of an effectively functioning civil society. There is nothing more simple or basic than this one fact. Kids need moms and dads. This is not a place for government to be neutral. Common sense and social science research are in accord on this fact. Children in father-absent homes are two times more likely to abuse drugs, to be sexually and physically abused, and to become involved in a crime. They are three times more likely to fail in school and to commit suicide. They are five times more likely to live in poverty.And that isn’t all. Families set standards and demand that their children live up to them. Strong families are grounded in a code of conduct, morality, values, and, much more often than not, a shared faith, plus judicious use of the age-old sanctions of shame and stigma. Families teach us about the essential democratic virtue of selflessness - the mantra of the popular culture - ‘if it feels good do it’ just doesn’t wash in a family. Why are these things important? Because these statistics are about all of us. These “kids” aren’t nameless, faceless, social security numbers with arms and legs. They are our neighbors. And all of us want and America needs good neighbors. These children are made in the image of God so we must help their parents to protect them. And they are our country’s future. We can’t make it without them. We could spend trillions of dollars and have public schools with personal valets and individual tutors. Every child in America could be given $1,000 a month in government allowances to spend as they wish. But none of it will make a difference unless our kids are raised in healthy families. Ten years after a marriage breaks up, research has shown that approximately two-thirds of children report that they haven’t seen their father for over a year.That said, I have two important caveats. First, lots of single parents do a wonderful job raising children. It may not have been their first, second, or third choice but that is the hand that they have been dealt and they fight. They deserve our help, support, and prayers. Second, “family” is not a code word, and I am not talking about any particular group of people. “Healthy families” are needed in every zip code and in every demographic group. There are unhealthy families in the Hampton and at Queens Gate, London. It is very much about fathers and father absence isn’t just about men who get women pregnant and then abandon them. It is about divorce and emotional detachment as well: middle class-men whose lives center around work and the golf course instead of around their wives and children, for example. Second, Compassionate Conservatism believes in the transformation power of faith and the integral role of charities, houses of worship, and other civil institutions. If government is to be effective, these institutions must be respected and nurtured rather than overpowered or effectively controlled by government. Societies deteriorate absent freedom of religion and effective mediating institution.This may sound overblown but it isn’t. Taken as a whole these institutions and the people of them create what is known as ‘social capital’. They work together for our mutual benefit creating much more as a whole than they are in their parts. They instill values and bind us together in a common cause. These bonds build trust, which is the grease that makes the gears of society run without friction.How do we strengthen these mediating institutions so they help restore social capital?

The most important answer is to build up what the village elders or liberal elites have spent decades trying to tear down and drive underground-religious institutions and faith-based organizations. The Democrats in this country now espouse European-style secularism (with all due respect and affection for my fellow legislators with us today from across the seas). They have gone to great lengths to create government bureaucracies to displace the work that religious groups have done ever since the days of the Pilgrims, and to marginalize and privatize faith and its black and white moral demands. Their approach to expansive government regulation and programming has worked in countless ways to sideline people of faith.This is a horrible mistake, as many Europeans are now sadly recognizing. Faith is the great protector of our freedoms. We are endowed by our Creator, and we are the poorer when we forget it. When we talk about faith, we are talking about a principled pluralism where all faiths are taken seriously and all people of all faiths are treated with absolute equality.Third, Compassionate Conservatism is founded on an inviolable belief in humanity’s inherent dignity. Bill Gates’ intrinsic worth is the same as yours. Yours is the same as your cab drivers and your cab drivers is the same as a woman now dying of AIDS in Africa. The 50 million orphans we currently know of have every bit the same worth as my children. I am not suggesting we hold hands and sing “Kum By Ya,” but I am saying that humanity’s inherent dignity is a massive responsibility we have no choice but to embrace. That means abortion, which ends life at its beginning, and euthanasia, which ends life before it reaches its natural end undermine human dignity. It means that genocide destroys human dignity and ending it is in our strategic interest. We must step up and lead because that is what Compassionate Conservatives do when we see suffering and injustice. We need to continue to fight international sex trafficking and oppose the oppression of minority groups, and promote respect for religious freedom around the world.Fourth, Compassionate Conservatism targets the poor and hurting for help. Too many of my colleagues act as if poverty doesn’t exist.
Then came Katrina. Our collective blinders were shredded not by wind or rain but by our television sets. We will all always remember the pictures of New Orleans, the poor and sick who were forced into the light of day and into our consciousness by the waters of a horrible flood. Theologically there is this idea of an age of accountability - a certain age where a girl becomes a woman or a boy becomes a man. After that age they have to stand before God on their own. Katrina brought Americans to the age of accountability when it comes to caring for the poor. No one, no one can deny the persistent and noxious poverty that still plagues this country.
Just as Katrina has seared American poverty into our moral consciousness, AIDS has seared Africa into our moral vision. Caring for the sick and dying in Africa now is morally right and it is geopolitical prudent - for if we don’t help I guarantee you someone else will and that someone else will not be friendly to our interests. This is a time of unparalleled crisis in Africa and other developing countries around the world. That is why I believe we need to embrace the challenge to dedicate more of GDP to foreign aid as well as encourage more international trade with developing countries. History will judge this moment not by what we say but what we do.
Perhaps this is what is meant by the ‘severe mercy’ of God. There is an old spiritual that sings of how the great life-giving river of God will lift us all up and over the barriers that separate us. This river will make old walls irrelevant. Well, the rivers have come; the walls have been breached. It is now our responsibility to see that new life comes after the catastrophe, not more of the same. There is much more that could be said and that needs to be said. But it is time that I leave that task to the professionals.

Some final points; Yes, this will require a role for government that some conservatives find disquieting. But that is a discomfort worth confronting. For too long there has been an implied belief that government was the problem; if government just stepped out of the way everything would be fine. That is philosophical nonsense. Government is as important as the other vital societal structures that order our lives. It is time for conservatives to stop treating government as if its elimination were the highest good that could come to humankind. It also means that politicians like me have to start saying some hard truths. There are things that government can’t afford to do as much anymore. Everyone running for office likes to promise everything while saying it will cost nothing. But that is Willy Wonka politics. We are going to have to look at everything from pork to entitlements and make some tough decisions and about changing the role of government in our lives. That includes not only cutting the old, but putting forth new initiatives like the CARE Act. It is a bold package of expanded charitable giving incentives which I am reintroducing this week with Senator Lieberman. We must do this to help replenish the efforts of these heroic faith-based and community organizations, and because we believe people motivated to serve are people who make our country unique and sustain our social capital into the future.
We must be on the side of the traditional family. We have a lot more work to do with welfare. So many have been helped but so many still need help. We should cut the rate of divorce and out of wedlock births by 30% over the next decade. Before anyone dismisses these as the rhetorical flourishes of a politician I want to say that they are doable not because we can write one great law in Washington that will make everything right. These objectives are doable because compassionate conservatism says that righting wrongs isn’t the duty of one person or institution alone but of our whole society. Compassionate conservative seeks to unleash the charity and creative energy of our citizenry in a new war on poverty-a war from the family-up, a waged by a volunteer army, a war in which the poor themselves are the most important combatants, all facilitated by government policies that get bureaucracy out of the way of American creativity, energy, and compassion. In fact, Senate Republicans have developed an anti-poverty agenda, which respects the critical roles of work, investment, and neighborhoods in empowering families in need.
Compassionate conservatism didn’t begin in the 90s or the 80s or any other time in recent memory. Arguably it goes back to early notions about the nature of the republic in days before there were basic civilizing tools like Starbucks. But there is no more certain example for me than that of William Wilberforce. It was Wilberforce’s band of unlikely friends who moved the levers of government, faith, and culture against the abomination known as slavery. Time and again he suffered mockery, defeat, and desperation. But he never gave up because he knew that what he wanted to achieve was worthy of his all and because he knew he had the purpose, objective, and hope to achieve it. I believe, and I hope we all believe, the same is true for us today. That is why this gathering of conservatives from both sides of the Atlantic is so encouraging to me.
A last lesson from Lady Thatcher and President Reagan; we must never forget hope. Hope is what allowed Reagan and Thatcher to see that a nuclear freeze was folly, that communism was corrupt and that freedom would win. It is easy for us now, on this side of history, to see how axiomatic those truths were. It was less clear then. Remember the great marches where millions wanted us to unilaterally freeze weapons production? How about the mocking of a military defense shield that could threaten Soviet first-strike capability? The simple idea of it terrified the Kremlin. Conservatism is based upon the idea of preserving the good of our society, adding to it the wisdom of experience coupled with the courage and optimism of a new generation. This formula inspired Reagan and Thatcher to dare to hope, and to work together to build the world. Let us build upon their example to be that beacon of hope in this troubled world.

First it was the President's National Ocean Council, then the President's National Rural Council and now the President's Global Development Council; councils are used in the UN process, thereby no need of a Congress. Do you know of all the councils to which are spending your tax dollars? In a time of talk in cutting away the needs of the disabled to the elderly, why do we need all these money eating councils: Council of Economic Advisers, Council on Environmental Quality, the White House Business Council, The White House Council, White House Council for Community Solutions, the White House Council on Women, the White House Council on Women & Girls, the White House Corporate Council, the White House Council of Automotive Communities & Workers, the White House Domestic Policy Council, The White House's National Science and Technology Council, Council of Writing Program Administrators, White House Council on Jobs and Competitiveness, White House National Economic Council, National Security & Homeland Security Council, the White House Millennium Council and the the White House jobs Council! Twenty Councils to which are APPOINTED people, NOT VOTED IN. They represent the Government, not “THE PEOPLE.” Does this not scare you? It scares me!

Wake up America before we really do become the North American Federation; to which we are referred to in UN meetings as the convention to which the President Obama signed into law, LOST, by passed the US Senate last year and signed a treaty with the UN placing us under their control to ushering in Agenda 21. Fish, Firearms, Farmland; commodities to which are being taken away everyday and it would seem that I and a handful of others have only recognized this atrocity to our constitution!

The funny thing is, the one thing other than the US Senate, to which is the monkey in the middle with its blinders on, that could stop everything in its tracks, from Catch Shares to Rural Farmland issues are that an Environmental Feasibility Impact Study has not been performed anywhere on spatial planning, catch shares or rural issues. It is written, that before any of the deeds that have been done in the past, are in planning for the future or are in force now, must have had this forgotten procedure done first. From EDF to PEW and the US Government, they all forgot to do this wee little part of the process, making it void and unconstitutional. Ask a lawyer to whom is not on their payroll and sue the pants off them! I may be disabled, but neither dead (not yet) nor dumb! That is why I am an Exploratory Candidate for the US Senate, Florida. Help me get there please? You notice that Connie Mack & Bill Nelson are not touching this 'HOT POTATOE'! I AM. I care about our future. I care about our future. Where is the Beef??? A Major Diversion of $$$ to NGO's, imagine that; our donations NEVER GOT THERE! Where is the money? There is NO MONEY at least if your Haitian! I am bewildered that:
the president, Obama, granted de facto amnesty to 215,000 people from El Salvador. That was a low blow to constitutional freedom. President Obama must go to Congress for this; who does he think he is, a dictator. What of the Haitian people? We drain their incoming resources and leave them hanging out to dry but in desperation to guilt, because of "Earth Quakes" we cannot send these from El Salvador home? There is a fly in the ointment and somebody needs to clean up this madness! Our government is involved and needs to be accountable. As an American, can we settle for less? No is the answer, we must make those responsible to pay it forward, now. The World Bank hols 9.9 Billion for relief in Haiti. Why are not the Haitian's holding it; it is their monies, is it not? If Obama wants a clear conscience send out those who have not applied for citizenship and step up to the plate for our brothers, mankind, to the south, just off our shores and make the Haitian Gold rush a reality to the Haitian peoples. My name is Chris McCaffity. I am a commercial fisherman who has been offering simple solutions that would mitigate many of the severe negative impacts associated with fishery laws that do not follow most of the mandates in the Magnuson-Stevens Act (MSA). The MSA is a law dictating how America’s fisheries are to be managed and contains requirements like limiting waste, making efficient use of our resources, and promoting fishermen safety at sea. Most of the fishery laws that have been rushed through since the re-authorization of the MSA have not followed those three requirements. This has caused tons of perfectly edible seafood to be discarded and wasted while financially devastating fishermen. The financial devastation has caused fishermen to risk life and limb in foul weather trying to make one more trip before a fishery is closed early due to mismanagement of the quotas. This has caused at least one man I know to lose his life. Alan Nelson was out trying to support his 19 month old baby. His death was the event that forced me to do something. I did not want to come home one trip without my deckhand and have to inform his wife and three kids that I lost their father and husband at sea. I am responsible for the safety of my crew regardless of the laws we must follow. It also broke my heart to be forced to throw back so much of our catch even though most of the Regulatory Discards were obviously going to die. The fishery managers seem to feel absolved of any personal responsibility for their actions because they are just doing what they are paid to do.

Please keep an open heart and mind as you consider this comprehensive fishery management plan that I offer as an alternative to HB-353, catch shares, and derby fisheries. This plan could show other nations by example how they can limit waste while feeding more people and allowing stocks to achieve Optimum Yield. It is really not that hard if we simply use sound science, common sense, and remember the Golden rule. We should be focusing on enhancing our resources rather than just restricting access to them. Earth’s oceans and waterways have the potential to always feed many more people than they do now if we properly manage them.

I would like to point out that the vast majority of people involved in fishery management are good people. Most of them have good intentions and just want to earn a paycheck. There are a few public servants in the leadership with other motives. They seem to maliciously mismanage our fisheries in an attempt to advance other agendas like catch shares and area closures. If their actions are not malicious, the only other option is gross incompetence. One example of this is that they refuse to properly manage the lower quotas with possession limits that are adjusted throughout the year to levels that would fill the quotas without any long closures. This creates dangerous derby fisheries like the one that cost Mr. Nelson his life. The fishery manager’s only answer to end this is a catch share scheme that destroys many of the small businesses in every fishery they “help”. Catch shares are not so much a management tool as they are an allocation tool. Big corporations will in time own our fisheries and control your access to local seafood.

Some environmental “charities” have been aggressively advancing Agenda 21 mandates in fishery policy while most of the rest passively support these efforts. Fleet consolidation through catch shares and massive area closures using the Precautionary Principal seem to be the two biggest threats at this time. Some environmentalists even want to ban fishing. I have learned these things the hard way as I initially reached out to the “charities” that showed up at fishery meetings. I did not think they would want countless dead and dying fish to be discarded and wasted. I thought they would have a little compassion for their fellow man and support actions to promote our safety at sea. My blissful ignorance was shattered as one “charity” after another told me things like fishermen are liars and deserve what we are getting. They did not even care about the fish. The Regulatory Discards and compromised safety helped them advance Agenda 21. I have challenged several environmental “charities” to a televised public debate about how we should be managing our fisheries. They have all refused! They should be willing to defend what they are paid to believe. I will state my case and defend it!

There are three key things we need to do to properly manage almost any fishery. Permit holders in individual fisheries should come up with specific management plans for their fishery that follows all of MSA mandates. Fishermen should have final approval of any plan with a 2/3 majority vote of permit holders in the affected fishery.

1. Establish a Total Allowable Catch (TAC) for each targeted species and a by-catch allowance for non-target species.
2. Remove all size limits. They have proven to be a government mandated waste of our resources. The fishery managers currently allocate up to 100% of a TAC to Regulatory Discards that are mostly associated with size limits. An average of 30% of a TAC is allocated to dead discards of undersized fish. This adds up to millions of pounds of perfectly edible seafood that is discarded and wasted in the name of conservation.
3. The final part of this simple management plan is to properly manage the quotas with split seasons and possession limits that are adjusted to levels that fill the quotas without any long closure. Here is an example for the approximate Vermilion Snapper TAC.The Vermilion Snapper TAC is about 1,000,000 pounds. The tragic waste associated with size limits requires about 300,000 pounds be allocated to dead Regulatory Discards. This leaves an Annual Catch Limit (ACL) of 700,000. The ACL should be split into two seasonal quotas that begin with the best times of year to catch them. The first 350,000 pound seasonal quota should begin in March with a Trip Poundage Limit (TPL) of 1,000 pounds for each vessel. The TPL should be adjusted to a level that fills the quota without a long closure after approximately 75% of the seasonal quota has been filled. This is a breakdown of how the adjustments should go.
a. Keep the TPL at 1,000 pounds if there is only one month left in the season.
b. Adjust the TPL to 500 pounds if there are two months left in the season.
c. Adjust the TPL to 300 pounds if there are three months left in the season.
d. Adjust the TPL to 200 pounds if there are four months left in the season.
e. Adjust the TPL to 100 pounds if there are five months left in the season.

The next season would start in September with a 1,000 pound TPL. Any overages from the last quota could be deducted and any unused quota should be added to the next seasonal quota. Every species should be managed this way. We could target the species with high TPLs while still keeping those with lower TPLs. This would achieve any honorable goals of catch shares.

Removing size limits and properly managing the quotas would eliminate most of the waste in our fisheries. We could avoid even more waste with this additional action. Set aside ten percent of each TAC that should be greatly increased with the removal of size limits for the poor. This would create a cushion for both the fish and fishermen. Recreational fishermen could donate any fish they did not want to eat to the quota for the less fortunate. Commercial fishermen could bring in our entire catch and sell our possession limits. Any overages could be donated to the quota for the poor rather than discarding the seafood or facing heavy fines, seizure of our property, and even imprisonment. This would allow us to make wise use of everything that is being killed while collecting accurate date to use in credible stock assessments and for properly managing quotas. This would provide consumers with a dependable supply of safe American seafood throughout the entire year. It would also allow fishermen to work all year. It would follow the MSA mandates to limit waste, make efficient use of our resources, and promote our safety at sea. We should not be torturing fish to death and wasting them to “help” them. We should kill what we catch quickly and use it wisely. Everything landed should be counted against the possession limits and the quotas.

There are three key things needed to enhance a stock of fish in the water or wildlife on land.
1. Increase the amount of food available.
2. Increase the amount of shelter available.
3. Predatory stress invokes a reproductive response.Keeping the fisheries open all year creates consistent predatory stress that causes fish to produce more offspring. Removing the size limits also allows more of the large breeders to continue replenishing the stock. Removing nothing but the large fish causes the gene pool to be polluted by runts and smaller fish. We are left with a glut of small, weak, slow-growing fish. This negatively impacts the overall health of the stock and the average size of the fish in it.

The amount of food and shelter could be increased with an aggressive Artificial Reef (AR) program. ARs are the perfect union of aquaculture and commercially or recreationally harvested wild fish. The ARs can be very cheap and effective. We can feed many more people than we do now if we enhance our resources rather than always restricting our access to them.

Inshore fisheries could be helped with portable aerators that could be moved to areas with low oxygen levels that cause millions of fish to suffocate every year. The aerators could also help to break down pollutants and keep Speckled Trout from freezing to death during cold-stun events.

One of the unintended consequences of the mismanagement of our fisheries is that we are losing many of the places on the water to unload our seafood. I would like to see some of the grant money for working waterfronts and funds from the Saltonstall-Kennedy tax on imported seafood be used to create Community Seafood Unloading and Processing Facilities (CSUPF). These waterfront facilities should be accessible to existing dealers and seafood markets. They could double as museums to preserve the fishing heritage of the area where they are built. Tourist and locals could visit the museums and also watch as local seafood is unloaded, inspected, and labeled as Wild Caught Seafood from the state the facility is located in. The CSUPFs would also be a great place for scientists and students to collect tissue samples and take measurements of many different kinds of seafood. Markets could be cultivated for underutilized species like the skates and rays that are eating most of the Bay Scallops in North Carolina before fishermen have a chance to harvest them for consumers. Marine patrol officers could watch as catches are unloaded. They could collect any seafood that exceeded possession limits for the quota set aside for the poor. The cleaned seafood could be shipped to soup kitchens and food pantries. This would feed many hungry people across America every day.

These common sense solutions are based on a deep love of the sea as well as input from fellow fishermen, fishery managers, environmentalists, and concerned citizens. I tried to come up with ideas that are easy to implement and enforce while benefiting all user groups and our marine resources. We could actually increase the amount of seafood available for recreational and commercial harvest while feeding many more people and allowing stocks to rebuild from decades of mismanagement. We could do this without causing hard-working American fishermen to be forced out of their chosen profession or compromising our safety at sea. We could also stop wasting tons of perfectly good seafood. We simply need to use sound science, the slightest bit of common sense, and remember the Golden Rule.

Senator Webb, a Veteran himself, and normally on the Pro-Troop side of his party put it this way: with the Economy in bad shape, we don't need to pay the Troops more to recruit the numbers we need. He was right of course. The recruiters have been turning away qualified applicants for some time. Only the National Guard is missing its decreased recruiting goals. Kids fishing contest with prizes for the boy and girls division; teaching kids Conservation, and Safe fishing practices, along with raffles and easy2hook demonstrations. When confirmed, it will be held at Sand point Park in Titusville, Fla.,from 9am to 5pm. We are expecting at least 100 kids and are in need of sponsor or sponsors to donate dollars to rod combos, Zebco 202, in order for all to have a piece of the fun to keep & take home. Receipt from KFFAC for your taxes on this charity donation are available on request, including cash to purchase. We are in dire need of a pitcher to step up to the plate and makes these kids smile.

What a diverse group we are! I had no idea that December 20th begins the Muslim holy month of Ramadan, which forbids eating and drinking during daylight hours.

There goes the party! Seriously, we can appreciate how a luncheon at this time of year does not accommodate our Muslim employees' beliefs. Perhaps the Grill House can hold off on serving your meal until the end of the party or else package everything for you to take it home in little foil doggy baggy. Will that work?

Meanwhile, I've arranged for members of Weight Watchers to sit farthest from the dessert buffet, and pregnant women will get the table closest to the restrooms.

Gays are allowed to sit with each other. Lesbians do not have to sit with Gay men, each group will have their own table.

Yes, there will be flower arrangement for the Gay men's table.
To the person asking permission to cross dress, the Grill House asks that no cross-dressing be allowed, apparently because of concerns about confusion in the restrooms. Sorry.

We will have booster seats for short people.
Low-fat food will be available for those on a diet.

I am sorry to report that we cannot control the amount of salt used in the food . The Grill House suggests that people with high blood pressure taste a bite first.

There will be fresh "low sugar" fruits as dessert for diabetics, but the restaurant cannot supply "no sugar" desserts. Sorry!

I am Mr. Smith as I try to get to Washington but I cannot seem to get the support needed because the American voter seems interested only in self interests! We have homeless but we dare not talk about it, we have unemployment, we have fisherman being regulated out of business and our oceans sold to the UN but to who cares? In my bid of testing the waters to the US Senate, I am demanding policies that will enable all, to hold government accountable in an advocacy for 21st century, requiring that government make data available in real time, rather than in bits to pieces, if at all! Enforcing stupid laws is the essence of tyranny and many of the laws passed in Congress have policy riders attached, making the law either stupid to pass or not passable at all; much akin to the payroll extension tax in hot debate this holiday season.
EVERY member of Congress and EVERY unelected bureaucrat SWEARS an oath to uphold and defend the US Constitution against enemies foreign and domestic. Will Congress hold the domestic enemies of our Constitution accountable for their actions? Will our Senators and Representatives HONOR their oath?
Many of the laws written by unelected bureaucrats are enforced through the barrel of a gun and threats of heavy fines, seizure of property, or even imprisonment, are upon the American Fisheries of today, threatening the small operators, people who just want to scratch by, as enforcement officers VIOLATE our Fourth Amendment Constitutional Rights as they ILLEGALLY search and seize our private property, just because the anglers may live aboard their boats. I am fighting for these Americans Rights, as well the rights of Floridians! Congress set up the fishery bureaucracies to manage our fisheries for the benefit of all Americans and to insure that those public resources are healthy and sustainable for future generations. They have failed miserably. They have destroyed countless jobs. They have caused the deaths of many innocent fishermen. They have forced fishermen to discard millions of dead and dying fish to go to waste in the name of conservation. They have violated our Constitutional Rights as they force us to commit these atrocities.
Had transparency been involved in these bills to regulations, many set up out of governmental authority, it might not have been. Regulations are choking this country; killing it dead. The Panama Canal was re-dredged to accommodate the new cargo ships of the 21st century at a cost of seven years. It will be open for business in two. Our Countries ports cannot accommodate these cargo ships without a refit to the ports. The first the American people have heard of this was a Fox news alert as of recent. In the year 2024, the Corp. of Engineers & the EPA will have finished a study on dredging the ports and that is just in south Carolina! Because of lack of transparency and over burdening rules to regulations, our country may be bypassed in billions of dollars in cargo. That is transparent and why?

In addition, no recent congressional oversight hearings have been held to review the activities conducted under S-K authority or how S-K funds are allocated; this is wrong as the monies used could be going into the pockets of the regional councils or into whatever NOAA wants. I demand a review of this fund. We the People demand a review of this fund! The Saltonstall-Kennedy (S-K) Act of 1954 was created to provide consistent funding for commercial fisheries research and development. Funds are derived through the permanent appropriation of a portion of fishery import duties. A congressional oversight hearing needs to be set in motion to make sure the funds are being appropriated as was intended, as it would seem with the introduction of Catch Shares, they may have found deep pockets!

This is one of the reasons I announced my intentions to Test the waters for US Senate FL., 2012 because The Presidents National Ocean Councils and the appointed Czars under NOAA/NMFS are putting hard working, law abiding citizens out of business in the name of United Nations rules and laws. Even though the President of the United States of America signed a treaty, without the 2/3 ratification of the US Senate, nobody has enough grit to call it a treacherous Act of Treason, to which it is! Now because of the treaty signage into law, unconstitutionally,Anglers across the country are out of work and countless millions of pounds of "Discards", dead fish, are dumped overboard in the name of conservation; when actually it is in the name of greed. If I were to be elected into the Senate, this Treaty would be reviewed and nullified to under go the process it should have in the first place but since The President did not trust the Senate or the process was too slow, he bypassed the whole process. If the President is still in the White House come next December, I will be screaming impeachment or at least invoke the 25th Amendment, before he signs that away too. The rules of conduct have not been applied here and thus the rulings under "Best Available Science" are illegal to unconstitutional. Why must we fisherman, too break the law? If by going to jail is the order of the day because I followed my countries rules & laws; then so be it! I am an American and not a member of any standing to United Nations rules to conventions as they ALL ARE UNCONSTITUTIONAL! Gary A. Below is one of our fellow anglers to which the thumb screws are being applied by NOAA/NMFS, the Councils and backed by President Obama and his National Ocean Council under the guise of Agenda 21.

My name is Chris McCaffity. I am a commercial snapper/grouper fisherman who has been offering simple solutions that would mitigate many of the SEVERE negative impacts associated with LAWS written by unelected bureaucrats that violate the Magnuson-Stevens Act. Fishermen have been forced to obey these laws through the barrel of a gun and threats of fines, seizure of our property, or even imprisonment. We pay the price for our obedience with our blood, treasure, and liberty. The gross incompetence of the bureaucrats who claim to have mismanaged almost every stock they control is rewarded with more money and power to rule us with an iron fist and the full weight of the federal government behind them.
Roy Crabtree is the SE Regional Administrator for the National Marine Fisheries Service and sits on the South Atlantic Fishery Management Council. He told me that if I did not like the way our fisheries are being managed, then I needed to take it up with Congress. I pray these Public Comments will find their way to every member of Congress. I pray these comments will soften the hearts of the fishery “managers” who seem to feel absolved of any personal responsibility for their actions that financially DEVASTATE our families, play key roles in the DEATHS of our fellow fishermen, and cause TONS of perfectly edible fish to be TORTURED to death and WASTED in the name of CONSERVATION! I PRAY the PUBLIC will STAND with me against the environmental “charities” and their bureaucrat puppets that threaten our God-given freedom.
I will be BOYCOTTING the December SAFMC meeting that will be held three hours away from the closest saltwater. This appears to be an attempt to disenfranchise a small minority group of American citizens. Many of us cannot afford to travel and stay at an expensive hotel since our businesses have been destroyed. I believe this is a passive aggressive ploy to restrict our freedom of speech. Will Congress allow unelected bureaucrats to violate our First Amendment Right to peacefully defend our God-given Rights to life, liberty, and the pursuit of happiness?
I previously mentioned how the laws written by unelected bureaucrats are enforced through the barrel of a gun and threats of heavy fines, seizure of property, or even imprisonment. The enforcement officers VIOLATE our Fourth Amendment Constitutional Rights as they ILLEGALLY search and seize our private property. A boat is considered a residence if it has a head and bunk. The CURTILAGE of that residence includes the ENTIRE vessel. Any WARRANT-LESS search or seizure of such vessels associated with anything other than safety violations (as ruled by the Supreme Court) is UNCONSTITUTIONAL!
EVERY member of Congress and EVERY unelected bureaucrat SWEARS an oath to uphold and defend the US Constitution against enemies foreign and domestic. Will Congress hold the domestic enemies of our Constitution accountable for their actions? Will our Senators and Representatives HONOR their oath?
The multiple layers of fishery bureaucracy are using tactics laid out in UN Agenda 21 which Congress recognized as a threat to our Nation’s sovereignty and to our Constitutional Rights. Congress refused to ratify that attack on our individual Liberty. Environmental “charities” have lobbied Congress and pressured bureaucrats to load environmental laws with Agenda 21 mandates like the Precautionary Principal. Every President that held office since Congress refused to ratify Agenda 21 has issued executive orders forcing these UN mandates on us. Will Congress do anything about these Presidential and bureaucratic actions that usurp their authority? Will the public realize what is happening before we lose 51% of our freedom?
I ask Congress to take these actions to help America’s fishermen and the seafood we harvest.
1. Give federal fishery permit holders the power to have final approval of any new regulation effecting their fishery with a 2/3 majority vote.
2. Give federal fishery permit holders the power to access ALL documents available to fishery “managers” and allow the permit holders to offer alternate management measures that follow ALL of the guidelines in the Magnuson-Stevens Act and use existing Total Allowable Catch numbers.
3. Set up an independent peer review panel to ensure that all past, present, and future management measures offered by fishery “managers” and permit holders abide by ALL of the Magnuson-Stevens Act mandates. Allow permit holders to offer alternatives to the past management measures that violate the MSA in any way or simply abolish them.
4. Give federal fishery permit holders the power to FIRE any fishery “manager” involved in their fishery with a 2/3 majority vote of no confidence and offer a replacement to be approved by the peer review panel and a 2/3 majority vote of the permit holders.
5. Create a federal data collection permit for every recreational and commercial fishery. Require all fishermen to purchase a twenty dollar permit for each federal fishery they participate in. Allocate those funds and 1% of the NMFS BILLION dollar annual budget to set up an independent data collection center. Require every permit holder to electronically report the fish they catch for each trip. The data collected should be used in independent stock assessments to support or refute the “Best Available Science” used by fishery “managers”. The data should also be used to PROPERLY manage the quotas with possession limits adjusted quarterly or after approximately 75% of a seasonal quota has been caught to levels that will fill the quotas without any long closures. The permit holders would have final approval of any adjustments with a 2/3 majority vote.
6. Set up a secure way for federal permit holders to cast these 2/3 majority votes electronically. This secure site could also be used to debate how we want to manage our fisheries. Any permit holder could offer their own management measures. We could have an open and honest debate and come to a compromise that follows ALL MSA mandates and can pass a 2/3 majority vote of the permit holders in the effected fishery.
7. Begin a full Congressional investigation into all levels of federal fishery bureaucracy. Their own stock assessments show they have grossly mismanaged almost every fishery they have controlled for decades. The evidence of corruption and abuse of power is mounting against the multiple layers of fishery bureaucracy every day. Congress set up the fishery bureaucracies to manage our fisheries for the benefit of all Americans and to insure that those public resources are healthy and sustainable for future generations. They have failed miserably. They have destroyed countless jobs. They have caused the deaths of many innocent fishermen. They have forced fishermen to discard millions of dead and dying fish to go to waste in the name of conservation. They have violated our Constitutional Rights as they force us to commit these atrocities. They have used UN mandates to strike down the freedom our Creator endowed us with and many brave American soldiers have defended with their lives. We could achieve the goals we should all have of healthy fisheries that can be responsibly harvested forever with very little waste without all of the Regulatory Discards, financial ruin, bloodshed, and loss of Liberty. We simply need to work together using SOUND SCIENCE, the slightest bit of COMMON SENSE, and remember the GOLDEN RULE.
The actions listed above would give fishermen a little more say in how we do our jobs and how our fisheries are managed while following ALL of the requirements Congress included in the reauthorized MSA. Roy Crabtree has publicly stated that the management measures they pass do not have to follow all of the mandates in the MSA. Will Congress allow these unelected bureaucrats to get away with blatantly refusing to follow the MSA mandates to limit waste, make efficient use of our resources, and promote fisherman’s safety at sea?
Please consider what Edmond Burke said. “Enforcing stupid laws is the essence or tyranny.” I argue that forcing fishermen to torture fish to death and waste them in the name of conservation is a perfect example of a STUPID law that promotes tyranny rather than liberty. Is the loss of liberty any less tragic if it is taken with “good” intentions by fellow Americans, rather than by foreign enemies? Will Congress allow unelected bureaucrats to continue enforcing STUPID laws on American citizens through the barrel of a gun and violations of our Constitutional Rights?
I have laid out plans in previous public statements about how we could limit waste and enhance our resources with things like Artificial Reefs that are the perfect union of aquaculture and commercially or recreation-ally harvested wild seafood. An aggressive Artificial Reef program would benefit the resource and fishermen while providing millions of people with access to delicious and nutritious wild caught seafood. I have also mentioned how the Saltonstall-Kennedy tax on imported seafood should be used to enhance our fisheries and promote the domestic supply of seafood. How are the funds being used now?
I would be happy to provide anyone reading this with copies of my previous public comments. I would also be extremely happy to testify before Congress during the investigation that I pray will begin before it is too late for the few remaining commercial fishermen who have suffered mightily as our fisheries have been grossly mismanaged.

Back in 2010, the United States Supreme Court ruled that corporations were entitled to spend unlimited amounts of money to influence the outcome of elections. The court actually ruled that corporations had the same rights as people-- how ridiculous is that?

It's so absurd that the 2012 election cycle wouldn't be complete without a mock candidacy by the nation's largest corporation: Walmart! Of course, we already know that Walmart has spent millions of dollars supporting various candidates for elected office. That's why it makes perfect sense for Walmart to take things to the next level and become a full-fledged candidate for President of the United States.

Today marks the 220th anniversary of the day the Bill of Rights were officially added to the Constitution.

Ironically, the U.S. Senate is set to kill the 4th, 5th, 6th, and 8th amendments of that Bill of Rights later today.

Last night, the U.S. House approved the Conference Report version of the National Defense Authorization Act (NDAA), which includes provisions that would allow the President to throw American citizens in jail and keep them there indefinitely.

The Senate is set to vote on this bill around today, 12/15/2011, so I need your immediate help if we are to stop this dangerous legislation.

Hey Florida; I Endorse Myself! I am coming into this with something neither candidate, Connie Mack and Bill Nelson, mush less any candidate has; I am not a millionaire, I am of the real Middle Class Americans, scraping by day to day, trying to make it all come together. I am making a bold statement, in a Bold New World, the 21st century, where regimes have been toppled through the use of the internet! I am a poor to middle-class American and Proud to be! I am a disabled American Worker and Proud to be! I am a virtual Candidate, the First to be! I am tired of “The Rich Cats” telling me they know what it is like; they have not a clue! I too am upset and fighting back against NOAA/NMFS along to EDF & PEW in a battle for our oceans. They do not belong to you!

And while I'm on Oceans, about the only thing EDF & I agree on is the RESTORE ACT, there they are doing good for the country. Other than that one piece of Legislation, the oceans; they were made by god for Americans and to that the UN and all their Council minuends can leave as we do not recognize the Land of the Sea Treaty, LOST, its Agenda 21 conventions or the rules to regulations put out by the United Nations. If the Senate of these United States of America were to review LOST, they too would see it is Unconstitutional as it was never passed by a 2/3rd majority vote; it was just signed into law by Executive Order. For the first time, the President of the United States of America broke the law by doing such. Why is he not accountable? I, if ever elected into a position to do so, will impose the Prohibition of the LOST document and under the twenty fifth Amendment, should Obama be re-elected, be put under restraint and his powers of Commander in Chief under the scrutiny of Congress, with the Vice President in his place. Either way to whom is in office, with LOST rejected by the US Senate, the Councils to best available science go away; along with Catch Shares, IFQ, LAPP and on and on are gone.

To quote our Party Chairmen, “Principles before Party, Personality and Profits with Deeds not Words. Thus the Florida Whig Party (yes, it's funny to the ear but you won't forget it) is the NON-PARTY PARTY. Read those 10 words again.. It's about We the People, rather than the corporations and special interests. So the Non-Party Party wants you to step away from your comfort zone and protest the granola going on.” I am the middle class! I am Testing the Waters to the US Senate Florida 2012! It is time that “We the People” took back our government from those to whom have grown wealthy from their pickings.

If I had my way, Congress would advocate term limits, the line item veto, session limits, spending limits, removing Congressional exceptions to laws passed, subject Congress to Freedom of Information Act, "end the Constituent Service Racket," establish fair and open procedures, and cut committees and this would save more than we know, too include the nationally spending frenzy. Subjecting Congress to its own laws would resolve the entire issue of Congressional insider trading, too! All funding for Catch Shares to Rural watering policies would go under review and be thrown out as they pertain to part of the Land of the Sea Treaty, which is unconstitutional as it was signed into law without Senatorial approval; thus it cannot be. So why is it still obeyed? But I need HELP!

I need contributions to the campaign or it may just be smoke in the wind, this time. Please it is that time of year to give. Give and let us save a nation together.

I know I live in Florida but as a US Senator I would be beholding to the Nation first. I too am of a third party, so giving would not be out of your bounds to the same old same; as both the Republicans & Democrats were once Whigs! . I am the first known Whig [Florida Whig Party] since the mid 1800s to announce his intention to seek a seat in the United States Senate, as an Exploratory Candidate. If elected, I would be the first Whig from Florida to serve in the United States Senate since Jackson Morton (1849-1855). At the same time, as Senator Morton served in Washington, Governor Thomas Brown, the first Whig Governor of the State of Florida (1849-1853), and serving the state and was the driving force behind public funding for schools; which resulted in what is today's University of Florida. Abraham Lincoln, Thomas Jefferson and our Founding Father, George Washington were all Whigs, believing in smaller government, not social government and the country ran quite well until social injustices along with a civil war interfered with due process in government, like today. The Whig Party, based upon Economic issues, yielded its influence, to arise another day. That day is today.

As you may very well know, I am "Testing the Waters" US Senate Fl 2012 against the pack & Bill Nelson. I am just a Joe living day to day on a severe limited income and finally said, enough is enough, especially when Mr. Nelson was a NO SHOW at our rally earlier this year to which 1000 or more of his constituents were present. So too were many of yours? I Fish, I Vote as we are concerned of over regulatory burdens of NOAA/NMFS & its Czar councils. This year, 70,000 pages of new regulations have been added to the books from agencies like the Environmental Protection Agency and the National Labor Relations Board, oftentimes without any compelling justification for their existence. The last thing job creators in America need is more uncertainty from a powerful government agency like the CFPB that will receive a blank check for a half billion dollar budget with virtually no input from Congress. Consumer Financial Protection Bureau ; sounds like a waste of money to me. Richard Cordray to be Director if lip service from above gets his way, as this is who Obama wishes to command such a post. I say, why not, if he can recite from memory all 700 pages and to what each means to us, the general public; the mob wants to know also! What is the Consumer Financial Protection Bureau? President Obama promised that “transparency and accountability will be a hallmark of my administration”; I believe I heard that one the last time he ran for office, see where it got us? Too many questions in this article, I'm getting confused! Would love to know your responds to all of this as the RFA to the FRA are in unison when it comes to our Florida fisheries and too job discrimination of overseas products vs Fresh Florida Fish. FLORIDA NEEDS TO STEP UP TO THE PLATE IF IT WISHES TO BE A KEY STATE

According to the United States Supreme Court, Obama is ineligible to be the
President. That’s right, you read that correctly. The United States Supreme
Court has ruled that Obama is ineligible to serve as President.

It’s not that you haven’t been paying attention lately and yes, you can
be excused for missing the ruling as it came down, not in the last few days
but back in 1875.

This is the argument currently being made by the Liberty Legal Foundation.The Liberty Legal Foundation has filed not 1 but 2 lawsuits, one in Arizona
and the other in Tennessee neither of which have one single thing to do with
Obama’s birth certificate OR challenging whether or not Obama was born in
the United States.

There is no need for either in regard to these lawsuits.

At the core of this action is a simple request that Federal courts uphold the
Supreme Court ruling. Both lawsuits, and the Liberty Legal Foundation
promises there will be more, would render it impossible for the Democratic
National Committee to place Obama’s name on the 2012 ballot.

The current system used in collecting data with the Marine Recreational Fishing Statistical Survey not only falls short in achieving any goal, but it could take down our National and State fishing community by the year 2012. We need fairness and relief from flawed survey data now in order to make any recovery to both the fisheries and the anglers to whom depend on this. These are among our key goals.

This scares the beeves out of me! To whom is a terrorist, under a law which has the power to say, “You Are!” Those in Congress might not even have the same protections, if they were to promote a bill which the Commander in Chief did not like and thus, in theory, could be jailed as those trying to upset the balance of Americans; a terrorist! Hell, for that matter, When I say “Give me Liberty or give me death,” a quotation attributed to Patrick Henry from a speech he made to the Virginia Convention, I could by definition of this Bill before the Senate, be arrested and get to what I asked, as my rights and yours; went right out the window! As I have poked to prodded our current Administration, to NOAA in its dysfunctional approach to our fisheries through “Best Available Science,” in creating an atmosphere where the ocean is privatized, sold off in shares and has put thousands of mom & pop business on the rocks; I could be construed as an agitator, if it were the 60's, a activist in the 70's, and now a full blown revolutionary threat to National Security, as I speak my rights; as in this blog. Look around you and just see to whom disappears off our streets. How many books will never be published, in fear, of the wrong sentence! You know, right now all texting, is gathered by a company, hired by the government, put on record and a file is set up on all who use the web to their phone, yet no one speaks out? If I want to live in fear, I'll move to a third world country, like Chad; that's in Africa!

OPERATION: VIRTUAL CONGRESS! Hi! My name is Gary A. Anderson and I am a Virtual Exploratory Candidate for the US Senate, Florida 2012 election, to which, when I announce, my opponent will be whom ever the Republicans pick from their primary and Senator Bill Nelson. My ideas are fresh and bold! Like the virtual Congress, in that most of our Congressional doings would be slated to be done on secured lines, online. The Commander in Chief can virtually do anything online and through TELNET-conferencing while aboard Air Force 1. We have the technology, we have the know how, yet we still waste monies on twentieth century methods, while working in the twenty-first century. Why is that? Government needs to go online in saving a bundle of needless expenditures! Paper to clips went out the window yesterday, the day of virtual go everywhere from bombs to governments are here to stay. Look at the Mars Rover; bet it is operated in a virtual reality too.

The whole world works online. Revolutions have been started and coordinated online; why cannot a government run online? Think outside of the box every once in a while and just maybe save a bundle in dollars, to which cuts to Medicare or Social Security might not be on the table anymore. At 535 members in Congress, that is a lot of expenses flying right out the window, needlessly! Mind you, due diligence needs to be thoroughly done before many of my following ideas may come to a reality but, in a time where we need to cinch up our budgets and belts, why would we not favor a new way of doing 21st century politics?

The House of Representatives alone minus its salaries spent $268,306,443 in April of 2011 on food & Beverages, travel,rent, mail, child care, printing, and two expenditures called “other” and “supplies.,” parking and Student Loans. Did they go back to school? And what of the “Student Loans” from Sallie Mae Servicing Corp.? I thought that group was broke and into housing, not education. The total Appropriations was $633,248,684. with Expenditures totaling at $304,027,488. To this each member of the House alone, 435 members have an allowance of anywhere from a million to a million and a half dollars on top of their salary. Added to this our .43 cants up to $1. 32 per mile drive times 64 for gasoline expenses but not allowed to charge less than $6, 200.00. Each member is to given monies to have a clerk at the rate of $944,671.00 and we wonder to why we are going broke; its all going to the heads of Congress! I believe not only do we need a more virtual government but a pay cut is in order too! This is just the House! Senate not included....

The Super Committee was looking to cut what? That number is a whole lot of waste at just over 3 trillion dollars for paper clips and such times 12 months a year to run a government! The same needed to do what is needed in Washington, on a laptop via SKYPE or whatever, I'll bet the farm, would be a whole lot cheaper. The expenditures I looked at were for three months of House Expenditures and they came to just over a trillion dollars. Look Ma! I ain't even in office yet and I found a trillion dollars of wasted expenditures. CUT, CUT, CUT! I think we need to take some bold steps and cut, cut, cut and while we are at it; we might want to get with the rest of the world an hop on board, the online magic craze, in creating our very own virtual government!

This is a short comment, but one I could not stop myself from writing. It's about cookie recipes. Cookie recipes, you might ask? Cookie recipes. This is a political sandbox; a place where my dear friend, fellow wordsmith, and all-around cool angling master Gary Anderson works hard to distribute his and others' findings about the happenings behind the illusion we have been calling the governing body of our great nation. Cause they ain't governing anything. What they're governing in Washington DC, what they've governing in state halls, and what they're governing in cities around America is their own wealth.

So what am I doing talking about flour, crushed walnuts, and sprinkles? Martha Stuart. That's what I'm talking about. When I was a kid, a guy named Graham something was the first TV cook, and like a zombie I used to watch that guy cook great stuff. And I learned from the guy. I learned how to cut vegetables. I learned how to caramalize a pearl onion. He got me into the hearts of many a beautiful woman in my scouting days. Make a woman laugh, sweeten the onions, and you don't have to be Robert Downey Jr. Believe me, you don't. I married one of is very first (of lots, I am sure) girlfriends.

Graham used to drink a lot on TV. So much, in fact, that he smacked his car into a tree driving home from the set one day. That got him into God and off TV. But others were there. My favorite, though, was Martha. That babe had class. A businesswoman with the best of them, I admired her. She made a hell of a souffle, but she employed a lot of people. I've been there. I know how healthy America is to people like Martha. And me.

Martha knew about a trade. She was the insider, for heaven's sake. What do you think she did with the ill-gotten gains? Think she buried it in her flour canister, or spent it on something, somewhere, that put people to work doing something.

Martha went to jail for insider trading. Granted, it wasn't hard time in a hard place, but it kept her from going where she wanted and doing whatever the hell she wanted for a pretty long time. I hated seeing a stupid regulation/law send Martha to jail.

Now I find out that it's legal to dow what Martha did for our legislatures? It's ten times worse. They make the laws and regulations that -- the day their greasy hands sign the paperwork -- change the value of their prior investments. THe ones they make thursday afternoon increase 1,000 percent on Friday afternoon.

They need to go to the same 'country club' their laws sent our friend Martha Stuart to. This is so disgusting it makes me want to share in the misery. I want every American -- ever honest and hard working American -- to share the misery of my anger.

They are literally breaking their own laws. They make a law and then hide and profit -- dramatically profit -- doing things they sent Martha to jail for.

And they didn't give me one God Damned cookie recipe for the holidays.

Common-sense for Latinos We need a 'humane' approach to migrants in America; we need Common-sense for Latinos! That is what makes us different than all other countries in the world; its not a threat to our security, its a declaration of others wishing to be free, too! Alabama's new law, HB56 reminds me of something you saw and heard of when I was a youngster and stories of horror were told on our black and white TV of those being shot at the Berlin wall. Now in America, I am ashamed. At 12 million undocumented Latinos in the US today, why not the proverbial carrot? Why would we not work out a way to embrace this new taxable additive into our system, as they are here voluntary are they not? By giving them the choice to become legal or leave, I'll bet my boots the only ones going back are those to whom are wanted somewhere else and wish not to be sent there. Those who do not support the influx of more registered real Americans do so because they wish to exploit those to who are not documented, ensuring a supply of cheap labor. That is Americanism reduced to Civil War era thinking, that is slavery. The Secure America Act, purposed by the late Ted Kennedy from 2005, would tighten the borders but award legal status to undocumented workers already in the country; giving both sides a plus, a win, win. I embrace Newt's comments in"restoration within the Republican party of common sense on immigration." It just makes good sense! You know the difference between most Latinos and us born here in America? They speak two languages, for the most part, as we but one. Maybe we ought to embrace our southern brothers as we too, could learn and together be a stronger America!

With a diverse array of immigrants from Cuba, Puerto Rico, Mexico, Central and South America, we here in Florida are the melting pot of the future to how our fellow co-cohabitants are treated. We should be the poster child of how to become an American, regardless of your previous nationality! A statue in the harbor states; "Give me your tired, your poor,Your huddled masses yearning to breathe free", is uniquely identified with the Statue of Liberty and is inscribed on a plaque, at its base.

To this why do we quarrel and make others feel second class? This is America, this is Florida and we are proud of our Latino's where ever they came from. Offering out a helping hand to anyone in need is the responsibility of citizenship to our country we call America. What is the difference of an immigrant coming from Cuba or Egypt? None, except it may have been a tedious journey to get here. For all who seek asylum, there should be a easy as possible way to enter our society in becoming an American. The land of the free and to that may be what they too are in need of; freedom, can you blame them for that? Putting the shoe on the other foot and I'll bet those screaming against immigration, would be the first in crossing the border.

Agenda 21 and all its components to include ICLEI in our cities and counties, to Catch Share initiatives involving Sector Separation, Coastal & Marine Spatial Planning and the implementation of all other United Nation protocols that relieve the American of the Freedoms to which we have fought and spilled blood for. Dues to the UN are unconstitutional as to which all protocols called for, in the treaty signed by Executive Order, Land of the Sea Treaty, LOST by President Obama earlier this year of our Lord 2011, are to unconstitutional as this treaty to and with the UN was NOT RATIFIED bu the US Senate, therefore making it nullified and void, Executive Order or not! By eliminating all aspects of Agenda 21, throughout Florida and the country, it will downsize bureaucratic government in additional rules to regulations and open our job market and bring new enterprises into the state in creating a business friendly market.

Rules and regulations of big government to banks that cannot fail are strangling our state in making it harder to purchase a new car to a new home. The Florida Legislature must come forward in making some bold statements to the nation in showing Florida will lead the way to a stronger nation. Bank fees in Florida must stop! Banks already make money off your money, why should they make more off the money you do not have extra to give them?

Here in Florida we have the DEP, Department of Environmental Protection, so why do we follow rules to regulations set forth by the EPA? We have our own protection and do not need a partnership in disasters. If the Federal Government wishes to ban the EPA, that is wonderful, less strangulation to small businesses but we, here in Florida must push our Florida Legislated group to press for State Sovereignty and end an era of dictatorship with the EPA.

Supporting an “idea” of creating a Florida Housing initiative, in that we have so many houses either in foreclosure or foreclosed on. With this bubble in houses sitting vacant, how could we allow those who want, to have, what we have; vacant houses? HUD is another failure gone wrong yet it still thrives and does nothing but impose more rules to regulations to those in need. There is no special mode of one size fits all. Yet, with HUD, a big governmental agency, it thrives while many a homeless in Florida are in need but do not fall with in their rules. Florida needs its own regulatory agency, not HUD, in that people could rent to own, sweat equity in fixing it up, to rentals in general. Why cannot the state work out a solution with the banks and put a roof over its peoples heads. Floridians have a vision, I have a vision and we together could make this happen.

Many are against the idea of “Drill baby Drill” off Florida's coast. I have respect for that but I too drive a car? Oil is a mainstay to the world from the plastic keyboard I am typing this on to the gasoline in my truck. Alternative fuels are being investigated and in some cases, used but oil at this time in our world is a mainstay, like it or not. Gas exploration is the new generation, as it is of a plenty but again one must drill to get it. If Florida is not to partake in passing State Sovereignty, oil exploration could happen with or with out our governments approval, as Agenda 21 kicks in, with LOST, as our State waters are now only three miles from shore and if say, Brazil wished to drill in Federal waters, it could and would off your Florida beaches. Florida needs to reject Agenda 21 and take our State waters back. If Florida were to get into the oil game, I would suggest the building of a new refinery at one or more of our deep-water ports. A refinery has not been built since the 1960's in the USA because of EPA rules and regulations. It is a gold mine waiting for somebody to strike it rich bring in jobs, jobs, jobs! To that, in Florida cheap prices at the pump and a new beginning.

In Florida we have the Florida Lottery. We have bingo halls in almost every city. We have gaming on reservation owned property. We have the dog tracks but we do not have open gaming or sports betting; Why is that? You cannot say, Florida does not want gambling, as we already have it. If we were to set a standard where a fair percentage went towards our homeless population and maybe, say, a fund in helping those in additional needs from medical to housing, why would we not allow more? It would mean construction jobs for the Gaming halls and hotels to roadways and maintenance. It would require servers, management, cooks, dealers, plumbers and on and on. A win, win with more jobs in Florida by Florida for Florida! On the other hand and food for thought, looking on the other side of the fence; Florida could probably generate more revenue by raising fees on license plates or increasing the sales tax by a penny or so, than through legalized gambling but I pay enough on my license plates and on my fixed income, do not want more taxes on my goods making my income smaller. I like the idea that thousands of jobs in the construction and service industries would be created, as I can think of a couple of people out of work where I live and I'll bet you can too.

Florida needs to step up to the plate with its internet sales, as other states have enacted this proposal, we too should consider this idea as it would expand our states coffers in more revenue; for every 10 percent of internet-only retail sales returned to Florida retailers (either through an internet sale or a sale at a physical store), total Florida retail sales will increase by between $2.8 billion and $3.1 billion by 2020 with an expected impact of 8,300 to 9,200 additional jobs. Expanding our immediate revenues between $449.6 million and $454 million in 2012. All of this in just making those online, in sales, to play by the same rules as bricks and mortar retailers. A tax Fairness rule is needed as it would encourage economic growth and foster job-creation in Florida while addressing the priorities the state needs in raising revenues. With additional revenues coming into the state coffers, the Florida Legislature and the Governor could then relieve the burdens of new business by offering lawmakers revenue-neutral options by eliminating the corporate income tax. More sales, more jobs, more incentives; Florida for Florida First, maybe the rest of the country could follow with such put through Congress too.

At anytime, anywhere, the President, while aboard Air Force 1, has full correspondence as well the capabilities to address the nation or the world at the touch of a button. We too, as Americans, with our Black Berries to I pads, laptops, whatever, too are connected to the world at the touch of a button. SO Why do Congressional Representatives have to travel to and fro in an attempt to run our country? Kind of archaic is it not, during this era in our lives of electronics! Think how much it would save us tax payers, if we were not paying for Room and Board to the renting of private jets to go to work, all while receiving a six figure salary? Sure, maybe for two weeks out of the year, a trip would be in order but the rest of the time; at home, tapping buttons on a very secure line!

And now that our Congress are tapping buttons on secure lines or not, they still work less than, in generalities, 140-160 days a year. A six figure salary for half a years work and this year, how hard are they actually working? I purpose that a ten percent or more salary reduction be in order for all of our Congress and the President. If the cuts start here, make them start at the steps to freedom; with the President & Congress! Making a statement the American people will applaud too.

Florida for Floridians! Nobody else is going to look after our affairs, so we better start now. I need your help in putting in a bid to run as the first third party on the ballot from our past, The Whig Party. Gentlemen:

In one way or another, each of us are involved with the fish swimming in Florida's beautiful yet environmentally vulnerable waters. On November 16th, a final hearing in Key Largo held by Florida Fish & Wildlife Commission (FWC) could have devastating impact on our State's fisheries, jobs, and environment. We need your help to delay an upcoming FWC decision that seems destined to pass without your combined and immediate help. I have spoken to Kumar Mahadeva from Mote about the issue and the doctor will supply any necessary scientific data we need to support our request.

At question is a regulation change that will open our shallow estuarine waters to the commercial harvest of spotted sea trout. The species is easy to catch and is the target of many newcomers to our beloved sport; both tourists and residents. The claim put forth by the commercial anglers seeking the change is that they're already killing the species as by-catch in mullet harvests. If that's true as stated, we ask what other species are being killed without all of us knowing? Furthermore, the proposed changes will promote the sale of spotted sea trout year-round at local fish houses. The flesh does not freeze well, and will end up as cat food or garden emulsions.

A recent media event that several of us attended in Sarasota included a presentation by Southworth Associates. In it Mr. Southworth estimates that saltwater (recreational) fishing in Florida represents 27% of all recreational fishing in the US, generates $3.3 billion in retail revenue, creates 54,000 jobs, and produces $345 million in State tax revenues. In our opinion, commercially netting those trout will have a direct measurable and negative impact on those numbers. The commercial value of those recreational trout must be compared to any unsubstantiated commercial harvests.

Moving on from the financial impact, the long-term damage to our fragile environment of the change cannot be over-stated. While many of us signing this letter do not agree on exactly how our vulnerable fisheries need to be managed, not one of us are opposed to sound scientific data resulting in sustainable resources.

We share many commonalities concerning commercial fishery management as well as recreational. We know the importance of commercial fishing to our tables, our way of life, and our state economy. In this instance, however, a small number of fishermen have much to gain and our state, our sport and related industries, and the species itself much to lose. The passage of this regulatory change doesn't pass the smell test gentlemen, and we ask only that the final decision be delayed until we can prove our point and do a comparison of financial and environmental impact with real numbers, not computer models.

To date we have been ignored by the FWC bureaucracy in charge. If you were to survey the anglers and scientists within FWC proper, we are confident they would agree with our request.

Obama Casts His War Shawdow on Nigeria

As I have preached to deaf ears for weeks now, if we pulled out of Afghanistan and Iraq, it would be a savings of two billion plus per week, we were not there. Added to this, if we pulled away from Africa, we too could even save more; too include lives lost to battle. You want to stay, then leave a smaller footprint, like in Korea. But too this idea of withdrawal, instead Obama reached into the bottomless money pit and sent more troops to Africa, casting a shadow of war, in Nigeria, in search of the Lords Army & the Nigerian Taliban? A band of bandits who plunder to pillage everywhere they go! Funny how the countries to which we are to play police are rich in Diamonds, Gold or Oil! Nigeria seems to be the base target, though Uganda too may have large deposits of the black gold. When I was in Nigeria, it was for oil exploration and boy, Oh Boy, do they have this; oil!

Now, according to, The Guardian, a paper I use to read in London between classes, the Pentagon is casting a large shadow into the darkest spots of the Nigerian jungle. This is a shadow of war, to which we look more like Obama's Empire rather than a Republic, I fear, as U.S. troops are headed in to help local forces, in a battle with Boko Haram, an Islamic terror group, the Nigerian Taliban, that have killed more than 400 people this year. This escalating campaign of bombings and shootings by Taliban gave us the USA an invite to the party, too which Congress has yet to have a say? When is enough, enough? Congress can stop Obama if it wants too and the idea that it's an election year, is a bad excuse for American lives to involvement. They need to act BOLDLY and go over the Presidential powers that are floundering this country one dollar at a time, one war at a time, one soldier, at a time and now the idea of Iran is in his sights? Hell in a hand basket, is all I have too say and for what cost is it?

NASA takes a back seat to the Russians now! Had anyone suggested such back then; they would have been drummed out of town. This NEW technology of Russian ingenuity reminds me of Apollo technology. The Soyuz TMA-22 is a journey backwards in time of thirty years, at a cost of the lose of an industry and an additional million dollars plus a ride on a rocket tip. At least, with Endeavor, you flew home in style. Now while we thumb a ride with the Russians our space program is a circus for all to see at a museum. If President Obama was to scrap a program, why not the ones who use best guess technology; NOAA! NASA offered the moon and beyond, NOAA just sinks ships and ruins lives through the use of "Best Available Science." It is a good thing that when NASA was in service they were not using this best available science or we would have still been stuck here on earth, pitching rockets up, only to come down in failure. Why would we go backwards to get to the space station? Obama's share the wealth just reminds me of a little to close to communism and that is a direction we will not go.

NASA needs to be reinstated and cut NOAA as the President would get more in jobs to additional lost technology. I remember the Space Race and to say we are hitching rides on thirty year old rockets, tells me the Russians really did win the space race; as it now continues with China and we go to the space museum!

I would like to see the U.S. aggressively pursue new achievements in space and am advocating the replacement of the Environmental Protection Agency with a oversight committee designed to find Homeland Energy Solutions, with the dropping of the many overzealous regulations, that prevent new ventures to start ups, in producing the much needed jobs we need in America, today!

On immigration, I believe in a stronger border policy by bringing home our troops to police our security but I favor to, a right to work visa worker program for immigrants who wish to enter the right way. I too, would like to see a bill introduced with the conversation on a flex-fuel or bi-fuel vehicles mandate for cars sold in the U.S. And my number one enterprise would be in bringing Jobs to Education back to Florida and America, as we are all in need thereof. I also would like:

A Conversation With Florida as
Florida's government needs to tighten with times, if we too wish to save monies and create new job opportunities. With budgets continuing to tighten, local governments need to be looking for ways to become more efficient. One method would be to consolidate layers of government, especially city government, in many areas of the state. The work done by city government is necessary but could easily be absorbed into county governments at a savings. Government efficiency is a topic that needs to be discussed everywhere. Cities also do property tax valuations, a process that could be absorbed into county government and undoubtedly done more efficiently and effectively. It would make sense to place the entire function into one office. Some cities have control of roads and bridges, cemeteries and other buildings. All of these functions could be handled by a county in a much more efficient fashion.

The state government could also starting to look at consolidation of government services. The whole process of examining changes in state law, that would allow local voters the opportunity to eliminate city government, could be done through referendums.

It's a subject that deserves serious consideration. Government needs to find a way to deliver necessary services more efficiently and effectively. The savings to taxpayers is worth pursuing or at least looking into anyway. Solutions can only be found by kicking the can around and finding just what one comes up with. Nothing is written in stone and much could change in bringing Florida to the top of the Nation in revenues to job creation, if we just talk about new conversations in Florida!

A 99% Question; Why A National Ocean Council ?

The President called for the creation of a National Ocean Council, an organization of stakeholders, the 1%, to coordinate federal regulation of activities along the nation’s coasts. One has to notice that “clean” word, “STAKEHOLDERS” as the government would not wish for anybody to think the Government was in bed with a monopoly of NGO's to whom will own your public waterways and tell you, John Joe Public, when, where and if you are allowed to fish because they said so!

Stakeholders, such as the likes of EDF, PEW, Walmart and others who stand to make a dollar or two off of you; the American Public in owning your public water. Today it is fish, tomorrow could it be if your allowed to swim in it or even view it without a paid for permit? The 99% question is why is our ocean for sale?
This is all taking place through “marine spatial zoning” of the seas off our nation’s coastlines. This same type of planning and zoning practices applied on land as land or water are but the same under the Executive Order President Obama signed, unconstitutionally, without consent of our US Senate in ratifying a treaty with the United Nations called LOST. Under LOST, we as Americans lose our rights to the land, sea and air space over them to United Nations rule. To oversee this operation is the National Ocean Council and the National Rural Council.

Whatsoever it is called, whatever liberates are stolen from the people it is still but one thing; more over regulated governmental bureaucratic rules that are needed when we are suppose to be cutting down on big government and regulations. More administrated federal regulated policies destroying American jobs to us eating to purchasing more of our fish from foreign operators and some in our own waters! What happened to by Americans for Americans Mr. President?

The Recreational Fishing Alliance, to which I am proudly a member thereof, is not in recognition of the Presidents National Ocean Council. Marine spatial zoning, coastal and marine spatial planning, imposed by the Councils and its NGO organizations, along with NOAA and NMFS are but giving hard-hitting blows to the American fisherman. It is a chapter in killing a our long history of American fisheries to an end. These stakeholders are holding the livelihoods of many an American in their hands when they stop the fishing in an area based on flawed to no science but remember the word stakeholders, like stockholders, it is all about money; not fish and if it kills an industry, so what, they made a bundle!

It is all about supply and demand. Remember those days in school. You need a pencil to do your math problems. Your teacher says a number two pencil only will do. The companies that supply pull all the number two pencils from the market. That fifty cent pencil just doubled if not more in price because it is out. It is done too with gasoline. Those numbers at the pump; supply and demand. This, of course is in the simplest form but too, if you cannot but say Tuna, what happens to the price? Now control the tuna and your stakeholders make a mint over your greed! The 99% are barking at the wrong people; they ought to be on the fence at the White House.

Now this National Ocean Council is in talk of restricting our use as a recreational resource. What are they going to do; see tickets to go to the beach? That is a 99 dollar Question but we do know there is scuttlebutt of selling fishing tags to the public, if you want to catch a fish owned by, say, Walmart. Since when did the ocean go up for sale? When President Obama put it up for sale to the highest bidder; in zones, parcels and pieces! The Councils then regulate who gets your fish, tells you where you can go boating, who can have industrial activities and who cannot. It is happening today and if the American Public does not wake up soon and start listening to the rhetoric behind the man, behind the curtain, we just might wake up with China owning and operating along the beaches where you live. Don't forget to go buy that ticket to go to the beach though because, Russia bought that one up too. How do you like them fish?

NOAA REQUESTS $54 MILLION TO REDUCE FISHING EFFORT
RFA Says Agency Seeking Congressional Aid to Destroy Fishing Communities

In a bold attempt to take control of our nation's coastal resources, NOAA Fisheries has asked Congress for an additional $54 million in funding for catch shares, while simultaneously turning their back on the agency's scientific deficiencies in managing marine fisheries.

While Atlantic and Gulf Coast fishermen and legislators have openly rallied in opposition to this particular takeover scheme, NOAA Fisheries, led by an agenda-driven ideology to reduce fishing participation, continues to run roughshod over coastal constituents in clear violation of legislative order.

Appearing before a House Resource Committee hearing on October 26th in Washington, Recreational Fishing Alliance (RFA) executive director Jim Donofrio blasted the NOAA administration for failing to adequately fund scientific efforts in coastal fisheries management. "NOAA claims they don't have enough money to do the stock assessments on the species they manage," Donofrio said in his official testimony, explaining how there are boats tied to the dock in coastal communities throughout the United States right now, unable to access healthy, rebuilt fisheries due to lack of science.

When the Magnuson Stevens Act was passed by unanimous consent in the Senate in 2006 and signed by President Bush in 2007, it required NOAA fisheries to overhaul their Marine Recreational Fishing Statistical Survey (MRFSS) by a time-specific deadline of January 1, 2009. Donofrio said NOAA officials have publicly stated on several occasions that a new Marine Recreational Information Program (MRIP) has not yet been implemented, despite the requirements set forth by Congress.

"Right now we don't have a data collection program that Congress mandated in the 2007 Reauthorization for marine recreational statistics, the new MRIP program," Donofrio told Congress in October, adding "they're still using the MRFSS data and they're shutting down fisheries based on the MRFSS data."

Despite the woeful lack of science and analytical data needed to properly manage fisheries, NOAA has apparently gone to key members of the House and Senate in asking for additional funds for catch share programs which by design cap fishing participation by trading away ownership of fish stocks to select groups and individuals. Earlier this year, NOAA's administration under the leadership of Dr. Jane Lubchenco had attempted to misappropriate several million dollars away from NOAA's scientific budget to allocate towards catch shares, a move which was stymied by an act of Congress.

In February, the House voted 259-159 to cut off funding for future catch share programs which would've opened the door to commodities trading of fisherman’s catch allocations - or worse, a complete buy-out of angler access by preservationist groups. The bipartisan budget amendment tied to NOAA's proposed catch share funding was sponsored by Republican Rep. Walter Jones of North Carolina, as well as a pair of coastal Democrats in Rep. Barney Frank of Massachusetts and Rep. Frank Pallone of New Jersey.

"We've heard from Congressman Jones this week who says that NOAA is courting legislators, asking for more money for catch share programs," Donofrio said. "These are the same programs that have driven Massachusetts legislators to seek $21 million in directed economic relief from Washington to give to displaced fishermen, specifically because of these failed catch share policies enacted under the present NOAA administration."

A letter co-signed on October 31 by 19 bipartisan coastal members of the House of Representatives calls on ranking members of the House to ensure that language is included in the 2012 appropriations bill which would restrict the use of funds for development or approval of new catch share programs for any fishery under the jurisdiction of the New England, Mid Atlantic or South Atlantic Fishery Management Councils.

"The last thing the American government should be doing in these economic times is spending millions of taxpayer dollars to expand programs that will be put even more Americans out of work," the letter says, explaining that that is exactly what NOAA is attempting to do by requesting $54 million it its 2012 budget, "to accelerate implementation of new fisheries catch share programs across the U.S."

Donofrio said the RFA has already spoken to ranking members of the Senate who will be cosigning their support of the letter, and added that he and fellow fishermen will be reaching out to legislators in the Gulf of Mexico to rally support in opposition to catch share programs which take monies away from scientific efforts in that region.

"By commoditizing a public resource and placing share distinctions on individual fishes, what the catch share policy would do is give big corporations and wealthy non-profit groups the ability to buy up all the harvest for themselves, leaving individual anglers and coastal communities standing at the dock with nothing," Donofrio said. "This whole orchestrated effort by Dr. Lubchenco and her friends at Environmental Defense Fund is nothing more than a resource grab which will destroy our marine industry and take away access for millions of Americans."

"I can't fathom how Dr. Lubchenco can claim to support best available science when her Administration is asking Congress for money, not to improve stock assessments and data collection, but for coastal sharecropping schemes which will destroy our mom and pop businesses along the coast," Donofrio said.

Faith-based Fisheries

The scientific community gave a collective
sigh of relief just before Christmas
2005 when Judge John E. Jones III ruled
that intelligent design is not a scientific
theory and cannot be taught alongside evolution
as an alternative scientific
hypothesis. There is no better way to unite
any group of fractious scientists than to
bring up creationism and intelligent design
as alternative scientific hypotheses—scientists
know that these faith-based ideas are
not scientific and have no place in a scientific
course. The court’s ruling is a triumph
for the scientific method of hypotheses
being confronted by data and a setback for
those with a political agenda masquerading
as science.

However, before we congratulate ourselves
too much for the triumph of the
scientific method over belief, I suggest the
fisheries community needs to look at itself
and question whether there is not a within
our own field a strong movement of faithbased
acceptance of ideas, and a search for
data that support these ideas, rather than
critical and skeptical analysis of the evidence.

This faith-based fisheries movement has
emerged in the last decade, and it threatens
the very heart of the scientific
process—peer review and publication in
the top journals. Two journals with the
highest profile, Science and Nature, clearly
publish articles on fisheries not for their scientific
merit, but for their publicity value.
Beginning in at least 1993 with an article I
co-authored (Ludwig et al. 1993), Science
and Nature have published a long string of
papers on the decline and collapse of fisheries
that have attracted considerable
public attention, and occasionally gaining
coverage in the New York Times and the
Washington Post. I assert that the peer
review process has now totally failed and
many of these papers are being published
only because the editors and selected
reviewers believe in the message, or
because of their potential newsworthiness.

As examples, let me choose papers by
well-established professionals who have
long records of significant work beyond the
papers discussed below and I emphasize the
problem is with the peer review and editorial
system, not the authors of the papers.
Casey and Myers’ paper on barndoor skate
(Casey and Myers 1998) argued that these
skates were headed towards extinction.
Analysis by others more familiar with the
data showed that the survey data came
from areas that are not the core of the range
of the species (Kulka et al. 2002), and subsequent
evaluation of the status of
barndoor skate in New England by the
National Marine Fisheries Service concluded
they were not overfished (Boelke et
al. 2005), hardly headed towards extinction.
A review by the Canadian
Department of Fisheries and Oceans
removed barndoor skates from a list of
species that are threatened or endangered.
The original paper has not been withdrawn
and continues to frequently cited as an
example of near extinction of marine
species.

Myers and Worm published a paper in
Nature (Myers and Worm 2003) which
made the front page of major national
newspapers, purporting to show that large
pelagic fish stocks around the world had
declined rapidly and by the 1980s were at
less than 10% of their historic abundance.
Widely cited in the scientific and popular
literature, this paper raised a furor among
many scientists specializing in pelagic fisheries
who knew the same data, knew it was
being misinterpreted, and knew there was a
large body of other data that contradicted
Myers and Worm’s results. At least three
independent critiques of the paper subsequently
have been published: Walters
(2003), Hampton et al. (2005), and
Polacheck (2006). The critics are not the
“old guard defending their turf,” because it
is not as if no one had noticed that the
catch-per-unit effort data Myers and Worm
used had declined. Rather these critics
have themselves long been arguing that
some of these fisheries are now depleted
and overfished. What they criticized was
Myers and Worm’s analysis, their highly
selective use of data, and specific conclusions
about the extent and timing of
depletion of these stocks, not their concern
about overexploitation.

Conover and Munch (2002) published
a highly cited paper in Science showing
experimental evidence that size-selective
fishing could induce growth changes in fish
stocks and suggested this was a mechanism
that could lead to collapse of fish stocks.
The article never looked at actual fisheries
data to ask if the laboratory selection
regime imposed resembled what happens in
fisheries, nor did they look at the vast body
of fisheries data which shows that fish more
commonly grow faster, not slower, when
fishing pressure is high.

A paper in Science (Roberts et al. 2001)
purported to show an example of how a
marine protected area (MPA) increased
yields outside the protected area, when in
fact the abundance of fish outside the protected
area increased within one year of the
establishment of the MPA. Any competent
peer reviewer would have seen the flaw in
this logic—the theory of MPA impacts on
adjoining areas requires at least a generation
for abundance to build inside reserves
and recruitment to spill out (Hilborn
2002). The displacement of fishing effort
from inside to outside the reserve should
initially cause abundance outside to
decrease, so the increasing abundance outside
the reserve after MPA establishment
must have been due to an uncontrolled
effect.

These four examples illustrate a failure
of the peer review system and lack of the
basic skepticism needed in science, and are
unfortunately but a few of the many papers
now appearing with similar sensational but
unsubstantiated headlines. The people
who knew the data used in the Casey and
Myers paper and the Myers and Worm
paper clearly were not involved in the
review process, or the editors chose to
ignore their opinions. The complete
absence of skepticism by the reviewers of
the Roberts paper is a concern. The
Conover and Munch paper demonstrated
that growth is a heritable trait, but failed to
demonstrate anything about how commercial
fisheries operate. It did pose a testable
hypothesis, but the paper did not include
the real fisheries data to see if there was
support for the hypothesis.

A community of belief has arisen whose
credo has become “fisheries management
has failed, we need to abandon the old
approaches and use marine protected areas
and ecosystem-based management.” I fear
that this belief has shaded the peer review
process so badly that almost any paper
showing a significant decline in fish abundance
or benefits of marine protected areas
has a high probability of getting favorable
reviews in some journals regardless of the
quality of the analysis. Critical peer review
has been replaced by faith-based support for
ideas and too many scientists have become
advocates. An advocate knows the answer
and looks for evidence to support it; a scientist
asks nature how much support there
is for competing hypotheses.
Much of the problem lies in the kind
of journals Science and Nature have
become: commercial enterprises covering
a broad range of scientific issues. In a
spoof of a Science article published on the
New York Times web site, one of the
fictitious authors is quoted as saying
“journal editors favor bold claims, because
these attract press attention and help
recruit further bold papers, which in turn
is a tonic for circulation and advertising”

and Nature and the impact publication in
these journals has on promotion and grants,
one cannot blame authors for making bold
claims. Perhaps those of us in fisheries
should simply not give articles in these
journals the prestige they now enjoy.
Because of their general coverage, Science
and Nature must have problems identifying
appropriate reviewers for an individual
paper. While there is no easy solution to
this, a good step would be for journals to
publish the names of reviewers who
recommend publication. That would at
least make it clear if these journals are
relying on a small group of like-minded
reviewers who have little expertise relevant
to technical papers. Finally, the fact that
discredited papers continue to be widely
cited is aggravated by the fact the rebuttals
frequently are not published by the original
journal and may appear in gray literature or
technical journals. The high-profile
journals need to be especially sensitive to
critiques of articles they have published and
to formally withdraw discredited papers.

Although the scientific community was
unanimous in its condemnation of faithbased
teachings in evolution, we need to
also reject agenda-driven, faith-based publication
in fisheries and revive the peer
review and publication process within our
own community. Let’s go back to testable
hypotheses and evidence, and make sure
that the peer reviewers know the data and
the problem, and are not chosen because of
their faith.

US to Defund UNESCO Over Palestinian Bid

The United States will be required by law to withdraw all funding for the U.N. Educational, Scientific and Cultural Organization (UNESCO) if it votes, as expected, to approve the Palestinian Authority’s full membership in the agency.
Mahmoud Abbas, chairman of the Palestinian Authority, has applied for U.N. recognition by the Security Council, and is moving ahead with applications to join individual U.N. agencies as the P.A. awaits the Council’s vote. The vote on UNESCO membership is set for Monday.

If successful, the bid would force the Obama administration to cut funding to the agency.

Public Law 101-246, passed by the Democratic-controlled Congress in 1990, states that “no funds authorized to be appropriated by this Act or any other Act shall be available for the United Nations or any specialized agency thereof which accords the Palestine Liberation Organization the same standing as member states.”
Public Law 103-236 Title IV, passed in 1994, prohibits“voluntary or assessed contribution to any affiliated organization of the United Nations which grants full membership as a state to any organization or group that does not have the internationally recognized attributes of statehood.”

UNESCO receives 22 percent of its operating budget from the United States, about $80 million a year, according to CNS News. Americans for UNESCO co-chairs Esther Coopersmith and Richard Arndt wrote in a letter to supporters earlier this month about the possible U.S. funding cutoff: “Senior budget officers at UNESCO, analyzing the consequences, foresee immediate slashes in program activity, layoffs in personnel beginning in January, and other credible threats, including [to] UNESCO’s pension system.”

During the 1980s, the U.S. and Britain withdrew from UNESCO, accusing the agency of mismanagement and an anti-Western political agenda. Britain returned in 1997 and President George W. Bush restored the U.S. relationship in 2002, citing wide-ranging reforms.

A cutoff of American funding for UNESCO over the Palestinian issue would no doubt please Florida Congresswoman Ileana Ros-Lehtinen, who has been an outspoken critic of the U.N. She chairs the House Foreign Affairs Committee, which has approved a bill that would give America discretion over how, or even whether, it pays for U.N. activities. In an exclusive interview with Newsmax in September, she, Lehtinen, pointed out that American taxpayers last year gave $7.7 billion to the United Nations, accounting for 22 percent of its operating budget and 27 percent of its peacekeeping operations. “What are we getting in return? We’re getting an agency that votes against us at every opportunity,” she said. “I say let’s change this around. If we don’t like the Human Rights Council, then let’s not fund it. We should pick and choose cafeteria style which groups we want to help.”

A Whigs Answer to the 7 Billion Question

At 172044800 acres in Texas, divided by 7 billion equals 2,457 acres per human taking up the entire state of Texas, with the rest of the world void of humans; so what is the problem with the UN and population, there is still plenty of room available in the world for a few more. The answer of 2.457 acres per person in the state is a bit of a stretch of Texas Bragging Rights, as in Texas, everything is bigger; but some of that acreage is water, lakes to rivers and such, so unless your population wishes to live on stilts over the water, there are only 2.390 acres per person of land space. Still plenty of room to put up your house and not be able to hear and in some cases see your neighbor next door. There are 32,808 feet in an acre. There are 5,280 feet in a mile, so if you walked a line for 6,213 miles; you would have walked one acres length, stretched out in a line. With 2.390 acres per person for the whole world, it would calculate as a 14.8 mile hike; to put it in perspective! Apparently the United Nations has a math problem and needs to go back to school and we need to stop funding fools!

The presentation made back in 2009, had no idea about our new vaccination programs to flu shots being given today. Yet, this was then told as a method of delivery to depopulate the world; as we are so crowded? What about the AIDS scare a few years back and the stories of Ebola outbreaks, of recent to cholera in Haiti? The cholera in Haiti outbreak was suggested in a newspaper as man-made; by the UN?

So too was AIDS, in America, did you know?
And our own US Government was aware of the AIDS nightmare it created

According to Dr. Pianka, Scientific Environmentalist & Advocate to Depopulation, the AIDS virus is too slow in depopulating the world! He likes Ebola! Quicker, deadlier and easier to control! Standing in front of a slide of human skulls, Pianka gleefully advocated airborne Ebola as his preferred method of exterminating the necessary 90% of humans, choosing it over AIDS because of its faster kill period. Ebola victims suffer the most tortuous deaths imaginable as the virus kills by liquefying the internal organs. The body literally dissolves as the victim writhes in pain bleeding from every orifice. Monsters apparently still do exist, it is how we treat them, if we are to rid them from society rather than letting them get rid of us and who just are the us? Who makes that decision? The Ted Turners of the world and the Warren Buffets but you or I; we die! I'll bet that does not include himself and his two daughters and maybe those that advocate his preachings but I think his thoughts to ideas are diabolically monstrous in design and thought. Before he makes up such fictional ideas about mans fate, he ought to come out of his laboratory and really see just how we are and how we be; it is not with thee and his ideas of gloom to doom need to stay in Hollywood, as there they become entertainment but in real life its just a bunch of manure! Pianka and Associates are right out of the book of a time gone by where Nazis too were exterminating for the good of the race in their new world order; we all no where that went and we need to be sure to exterminate the thoughts of the Pianka, to that found on paper alone and called a crack pot for what this is.

As far as the United Nations is concerned we need to Defund our funding into this developing crisis of followers to Pianka, and if the Turners to Buffets of this world wish to pump billions into their coffers, great, as long as it is not out of us Americans pockets. The United Nations through its LOST convention and Agenda 21 is in fear the world is shrinking! To that effect, in its 1972 Convention, The UN failed in being recognized by the USA. By 1992 in RIO, it was recognized but never ratified and accepted into our culture, as it was to close to that of Communism. Like, its formation of Earth Day; that to is the celebration of Carl Marx's birthday too! It took an Executive Order from President Obama in unconstitutionally ratifying a foreign treaty called LOST, that put the UN in control of our water, oceans and lands; too which, we are that much closer to a One World Order but as far as the 7 billionth person being born today, October31, 2011, I say welcome to the world may you bring us something of greatness. RFA Addresses Extension in Saving Congressional Bills!

The future of Florida's offshore saltwater fisheries lays in the hands of time as it is ticking away to a point were angling could be closed indefinitely! In fact it could encompass the entire Atlantic Seaboard and Gulf of Mexico, as user groups such as the Recreational Fishing Alliance addresses Extension in Saving Congressional Bills, before they flounder, in an attempt to enact legislation that would prevent such from taking place. Without such extensions, data loose to No Fishing Here may occur across our part of the country!

Because of the changes to a fisheries law, the re-authorized Magnuson-Stevens Fishery Conservation and Management Act of 2006, where NOAA was hedging its bets with time and the language because they needed more time and, in law, its all about the language, not what it says; like in “The Art of Fishing.” In the Art of fishing, it is really not about fishing but how it is formulated but in our case of the Magnuson Act of 2006, it could open the doors up to frivolous lawsuits and all fishing could be shut down in both the Atlantic Ocean and the Gulf of Mexico! That leaves Florida, up the creek, without a paddle or fishing rods as there could be NO FISHING ALLOWED!

In a laymen term, NO FISHING ALLOWED!
There are two bills in the House of Representatives are to amend the Magnuson Act of 2006.
H.R. 2304 would "provide the necessary scientific information to properly implement annual catch limits."
H.R. 3061 would "extend the authorized time period for rebuilding of certain overfished fisheries" and is supported by the Recreational Fishing Alliance.

That equates out to a loose of $3.3 billion in retail sales in Florida along, as trickle down Economics shuts down tackle sales to fish sales all across the nation and as well, here at home in Florida; more unemployed to underemployed! All because of NOAA/NMFS and its altercations to the Magnuson Act. So when you here Dr. Jane Lubchenco's smart answer to vibrant coastal communities and sustainable fisheries, you too know know who's side she is on; the non-fishing groups! She would have you watch them at the aquarium and buy them from Vietnam in a global division of share-holders controlling the fish you once caught.

The closures are happening because of the Magnuson-Stevens Fishery Conservation and Management Act, which regulates fishing in federal waters. When the act was re-authorized in 2006, Congress mandated that annual catch limits, ( ACLs ), be determined for all 528 species of ocean fish caught in the fishing industry. Then these catch shares might prevent overfishing of the species or so was thought.

The problem is that, to come up with ACLs for all the specific species, NOAA Fisheries has to assess each of those fish populations and it has to be complete by January 1st. They procrastinated and suddenly realized time was running short. In a gesture to pull the proverbial rabbit, out of the hat, a number of revisions were set in place, like the wording to include the phrase “Best Available Science.” Another laymen term for: stretch the truth or a fisherman’s tale! Now, real data, can be supplemented by “Best Available Science.” Stock assessments were done for 119 species, and the rest were done either by “Best Available Science” or incomplete, as NOAA then blamed budget cuts and a lack of time in putting the agencies way behind on the remaining ACLs, which have that deadline of Jan. 1. They did receive a small budget cut but had they started the assessment period back in 2006, that would have been five years to complete the assignment. So with “Best Available Science” they almost completed the assignment with flawed data, which equates out to no data and thus the fishermen will suffer, as well sales related to saltwater fishing; which accounts for $5.7 billion in economic activity.

The Magnuson-Stevens Fishery Conservation and Management Act needs a revision to adjust to the times with nonobligatory phrases removed, fish user groups should be in charge of ACLs and Stake-Holders, NOAA and NMFS removed altogether from the equation. In Florida, our own FWC does and excellent job in regulating our fisheries and should continue to do so. As with such Organizations such as SGF, Snook & Gamefish Foundation and The Online Fisherman, to name a few, are lending a hand to the Florida Wildlife Commission in doing what is necessary to obtain the best numbers we can muster through real time counts of fish caught on the water. Real data, real numbers showing just what is happening in our fisheries, not “Best Guess” as has been noted in past occasions with the National Oceanic and Atmospheric Administration (NOAA) & National Marine Fisheries Service (NMFS) . You will notice NOAA is on FaceBook with lots of information, while NMFS too has a page but like the data it collects for NOAA, it is blank?

I could go on about the NMFS survey vessel collecting data on Red Snapper. As the Captain called over on the radio, to the Captain of the NOAA boat, out of St. Pete., Fl., asking why they were long-linning in 60 feet of water with no structure and a hard flat bottom? The Skipper of the NOAA/NMFS Research Vessel exclaimed; “I know that there are NO SNAPPER HERE but they do not care. They do not wish to fowl the line and want an easy quick trip! I mean what's the difference between 60 feet and one-hundred and sixty feet? The answer to that is FISH! Shortly after NOAA received its data from that trip and others, they closed down Red Snapper fishing because they could not find any so they must be overfished! Is that sound science to you? It is not to me! Either Replace Dr. Jane Lubchenco & staff with sound ethical scientists like Dr. Ray Hilborn or dump them from the equation altogether in letting each State Police its self-imposed laws! To use a sentence from Pew Trust, “Fishing targets must be more conservative than they have been in the past,” and this is true but only if it is guided by sound science, user groups representing fishermen, such as the FRA or the RFA and as Gary Poyssick states “explore, overturn, and rewrite the Magnuson. This time by user groups, not stockholders.”

No cuts to Medicare, Medicaid or Social Security benefits

It's hard to image how Congressional Participants, Modern Day Tories, on the Super Committee could be any more out-of-touch or simple-headed in retrospect to the times and those in need who rely on this to survive. They, with their entitlements, free healthcare and daily travel expenses to daily paid on your dime per Diem, have no idea what it is like to live day to day on a paycheck. Switch it around, put the shoe on the other foot as I, Gary A. Anderson am suggesting in my bid to possibly run for the Senate and just see how fast they all leave Social Security to Medicare alone, unless it is a way to pay more.

My plan, State to Federal is simple; you get what you work for but that is for another up-coming article. I unlike those looking in; am on Security too, looking out and I understand the burden it will place on all of us but we have the power to change it, sign the petition. Make your voice heard!

The Online Fisherman; Setting a Sustainable Standard for the 21st Century!

We advocate smart and targeted policies that address sustainability without placing an undue economic burden on the environment by such measures as the putting of 'toxic metal on dead trees.' As is found in the print to paper industry, to which others who claim sustainability, actually are not being sustainable as they are polluting our planet. All print magazines, unlike The Online Fisherman, are setting a new industry standard in calling themselves sustainable, yet they all use toxic metal on dead trees; i.e. ink on paper!

We are using pixels, in bringing home the bacon, as The Online Fisherman leaves no carbon footprint! No use of chopping live trees to make paper pulp and the usage of thousands of pounds of toxic metals, such as chromium, a carcinogen used in colored to black ink for publications in print media. The Online Fisherman is a Sustainable Online Fishing Magazine,Setting a Sustainable Standard for all others to follow, in the 21st century!

Such policies, in using pixels; where as no chromium is needed, being in place of this toxic metal, achieves both environmental and sustainable goals. How sustainable is that? "Heavy metals" are chemical elements with a specific gravity that is at least 5 times the specific gravity of water. Chromium is a heavy metal. Chromium is too a carcinogenic. Remember the movie, "Erin Brockovich," it was this metal in the water that caused the whole story; Chromium.

Now, ink to paper is a far cry from actually polluting the ground water but is it? We have recycling here in Florida. Too which, we all abide by the law, right? Too how many magazines end up elsewhere, other than a recycle bin only to degrade and possibly find its way into an aquifer as a carcinogen? A lot of questions, too which, if ones magazine is not in print, it cannot put these metals into our natural resources. If more magazines were to follow our lead, how clean would our planet be?

Money is a important factor in any business and too the Online Fisherman wishes a piece of the pie but not at the expense of our environment! We are smaller than the mighty ones in print but we grow, like a new fresh tree, a giant redwood or a Sequoya, as we are sustainable and No Chromium Needed!

As Our country, America, is facing a $14.6 trillion national debt, I encourage all in Congress, to stop supporting the big-government policies that threaten to bankrupt this nation! The Congressional Budget Office has predicted that our federal deficit will reach $1.3 trillion this fiscal year 2011. Tax revenue will total $2.1 trillion, while federal expenditures will amount to $3.4 trillion. This means that our government is spending 62 percent more than it is receiving in revenue. Are we as a nation, that stupid? Do we not teach simple math in secondary and elementary school? That's like someone who is making $30,000 a year spending more than $48,000 by maxing out their credit cards and other lines of credit. It doesn't matter whether you are a family, a state or a country. If you spend 62 percent more than you make, you're going to go bankrupt. DUH! Yet we continue to do so like nobody will notice and a magic moment will happen to make our spending bubble just go away! Our country's mounting debt is a financial time bomb that will explode and devastate every American family unless it is immediately disarmed! I am disappointed in Congress's voting record! I am disappointed in Senator Bill Nelson's ranking of "Hostile" from the Council for Citizens Against Government Waste, and urge you to stand up for taxpayers by fighting against runaway deficit spending and ever bigger government, by supporting my want to represent Florida in knowing how to say “No!” Please consider a donation to Gary A. Where is "F?"
