Now that we are protecting the rural communities, we have an new Executive Order. Old news under a different name signed this last week of August or there bouts; Good news folks, affirmative action will be taking a back seat to “diversity
in the work place”, which is the new law just signed by Obama. It’s A pretext
to ensure more Diversity and Inclusions are represented in the federal government. What
it really means, is “Whites need not apply!” No more will Americans be judged or hired
based on qualifications, education, or talent, but the color their
person’s skin. EXECUTIVE ORDER
ESTABLISHING A COORDINATED GOVERNMENT-WIDE INITIATIVE TO PROMOTE DIVERSITY AND INCLUSION IN THE FEDERAL WORKFORCE

Presidential Executive Orders and Federal personnel programs established by the Office of Personnel Management aim to eliminate demographic group imbalances in targeted occupations and improve workforce diversity.

On June 9, 2011, President Obama issued a sweeping executive order for a White House Rural Council that purports to exert broad municipal powers over the food, fiber, and energy production of Rural American. Where’s the Line, America to how much power the president can amass by executive order?

Be Afraid, Very Afraid as the whole bundle of B.S. is UNCONSTITUTIONAL as it is done under the pretense of an Executive Order, which in most cases are legal but in this case, The Senate of the United States of America, never Ratified the treaty to which it is based upon! President Obama became an Emperor Ruler to the Nation where he is but the law in proclaiming the law, which is against the law. Why is there not one Senator or member in Congress to whom will not stand up to him. Is their a little Hitler with his goon squads ushering you off into the night, now? Do we have more fear to fear? I am an American and my only fear is losing our freedoms to fear because nobody will speak up. Speak Up America, shout out and contact your Senators, Congressmen & Women, Representatives and tell them to repeal LOST and to abandon all United Nations proclamations. I respect the red white & blue not the union-jack of some United Nations symbol on a pole.

TO PAY DUES TO ICLEI?

What does ICLEI (pronounced ICK-LY) stand for? International Council for Local Environmental Initiatives. It was created as a non-governmental spin-off by the United Nations to implement Agenda 21 locally. It is a lobbying and policy group that is designed to influence and change local governmental policies related to all aspects of human life.


Because they didn't have to. That's right. When your city or
county (or both) became a member of International Council on
Local Environmental Initiatives-Sustainable Development there
was no need to ask for your permission.
Is your town a member?



But remember--even if you don't see your community on that list
you are still being influenced by standardized programs, grants,
trainings and plans funded and designed by ICLEI to influence
and change government policies to bring them into compliance
with United Nations Agenda 21. This is a plan for global
governance. That means that you and your community will be
required to meet arbitrary goals set by an unelected body—one
that you have never heard of, but that your city pays dues to.
Your taxes are paying for trainings,
seminars, and sample legislation/ordinances.
This is a whole life plan involving your educational system, your
energy system, your government, your food production, your
transportation, and your health. You are considered a threat to
the planet and your life choices must be restricted. Do we
support conservation? Yes. Do we support loss of civil rights
to achieve environmental goals? NO.
ICLEI is the implementation arm of UN Agenda 21.
ICLEI fuels the fear.
ICLEI pressures the community.
ICLEI sets the goals for greenhouse gas reduction
ICLEI monitors the progress.

ICLEI is a United Nations-sponsored group which designs and writes policy for your area on land use, energy goals and measurement, and water usage. ICLEI is a paid consultant and/or receives dues from your taxes. ICLEI was formed after the United States (George Bush, Sr.) and 178 other nations met at the United Nations Rio Earth Summit in 1992 and agreed to use certain principles as their guidelines. Those guidelines include major reductions in energy and water usage, and huge increases in the number of living units in city centers. This is called UN Agenda 21-Sustainable Development.

In 1993 President Clinton formed the President’s Council on Sustainable
Development and gave a one million dollar grant to the American Planning
Association to write Growing Smart: A Legislative Guidebook to bring UN
Agenda 21 to the United States. Smart Growth was the result. Multistory
condos or apartments over small retail with little parking, crammed in your
town center. The reason for this style of construction is that, as UN
Secretary General Maurice Strong said, ‘the affluence of Americans is a
threat to the planet.’ Single family homes are a threat.

Across the nation, in large cities and small towns, like yours, identical
programs are being rolled out. Land use restrictions, ordinances reducing
energy usage, Smart Meters, school programs, & candidate trainings, are
designed and implemented without your vote. You may be invited to city
visioning meetings, but the outcome is decided before you enter the room.

Using ICLEI greenhouse gas emissions goals, your local government is in
the process of controlling where and how you live, what you eat, what your children learn, and what laws you will live under. With the cover of
‘environmental concern’ your personal rights are being restricted. Soon,
you will lose the right to travel freely without being asked for your ID. Lose
the right to water your garden. Lose the right to refuse a Smart Meter.
Lose the right to live in a rural area. Lose the right to drive a private
vehicle. Under the guise of ‘Sustainable Development’ your property and
civil rights are being systematically eliminated.

We are beginning to see more and more of this with the Presidents Rural Council, National Ocean Conservatory, Catch Shares, Marine Spatial Planning, Coastal Spatial Planning and as of recent the Presidential Executive Orders and Federal personnel programs established by the Office of Personnel Management aim to eliminate demographic group imbalances in targeted occupations and improve workforce diversity; another way of saying 'Affirmative Action', not whites need apply!

Selling the USA down the river to Agenda 21 with a Wiener!

REMEMBER WIENER-GATE?
Well, the Commander in Chief pulled another fast one on the American Public in signing in his, 86th Executive Order under the guise of a Wiener, almost as if this was leaked out to put all eyes on the Wiener and not to his selling the USA down the river to Agenda 21!

Bells to Whistles should have gone up here in America when the phrase “sustainable rural communities” came up, instead the only rising article from mainstream media was about a Wiener. ICLEI, ever heard of it? It's just another way of saying, “sustainable rural communities” an Agenda 21 Convention within the LOST Convention also signed during the Lame Duck session, while nobody was watching. Thirty states are now encroached upon by Obama's Executive Order establishing the National Ocean Council for control over America's oceans, coastlines and the Great Lakes. Under this new council, states' coastal jurisdictions are subject to the United Nations' Law Of Sea Treaty (LOST) in this UN Agenda 21 program. America's oceans and coastlines have been broken into 9 regions that include the North East, Mid-Atlantic, South Atlantic, the Gulf Coast, West Coast, the Great Lakes, Alaska, the Pacific Islands (including Hawaii) and the Caribbean....
Because of the decades of difficulty that the collectivists have had trying to ratify the Law Of Sea Treaty (LOST), Obama snicked it in through the back door, by way of another Executive Order establishing the Council.
Because LOST is a treaty, Obama's Executive Order is not Constitutional as treaty ratification requires 2/3 approval from the Senate. Agenda 21 Convention on Biodiversity treaty of 1992 failed to pass Congress so it was executed through soft law and administratively on local levels, and Obama's Executive Order is a similar soft law tactic to enact the LOST treaty.

By the authority vested in me as President by the Constitution and the laws of the United States of America and in order to enhance Federal engagement with rural communities, it is hereby ordered as follows:
Section 1. Policy. Sixteen percent of the American population lives in rural counties. Strong, sustainable rural communities are essential to winning the future and ensuring American competitiveness in the years ahead. These communities supply our food, fiber, and energy, safeguard our natural resources, and are essential in the development of science and innovation. Though rural communities face numerous challenges, they also present enormous economic potential. The Federal Government has an important role to play in order to expand access to the capital necessary for economic growth, promote innovation, improve access to health care and education, and expand outdoor recreational activities on public lands.
To enhance the Federal Government's efforts to address the needs of rural America, this order establishes a council to better coordinate Federal programs and maximize the impact of Federal investment to promote economic prosperity and quality of life in our rural communities.
Sec. 2. Establishment. There is established a White House Rural Council (Council).
Sec. 3. Membership. (a) The Secretary of Agriculture shall serve as the Chair of the Council, which shall also include the heads of the following executive branch departments, agencies, and offices:
(1) the Department of the Treasury;
(2) the Department of Defense;
(3) the Department of Justice;
(4) the Department of the Interior;
(5) the Department of Commerce;
(6) the Department of Labor;
(7) the Department of Health and Human Services;
(8) the Department of Housing and Urban Development;
(9) the Department of Transportation;
(10) the Department of Energy;
(11) the Department of Education;
(12) the Department of Veterans Affairs;
(13) the Department of Homeland Security;
(14) the Environmental Protection Agency;
(15) the Federal Communications Commission;
(16) the Office of Management and Budget;
(17) the Office of Science and Technology Policy;
(18) the Office of National Drug Control Policy;
(19) the Council of Economic Advisers;
(20) the Domestic Policy Council;
(21) the National Economic Council;
(22) the Small Business Administration;
(23) the Council on Environmental Quality;
(24) the White House Office of Public Engagement and Intergovernmental Affairs;
(25) the White House Office of Cabinet Affairs; and such other executive branch departments, agencies, and offices as the President or the Secretary of Agriculture may, from time to time, designate.
(b) A member of the Council may designate, to perform the Council functions of the member, a senior-level official who is part of the member's department, agency, or office, and who is a full-time officer or employee of the Federal Government.
(c) The Department of Agriculture shall provide funding and administrative support for the Council to the extent permitted by law and within existing appropriations.
(d) The Council shall coordinate its policy development through the Domestic Policy Council and the National Economic Council.
Sec. 4. Mission and Function of the Council. The Council shall work across executive departments, agencies, and offices to coordinate development of policy recommendations to promote economic prosperity and quality of life in rural America, and shall coordinate my Administration's engagement with rural communities. The Council shall:
(a) make recommendations to the President, through the Director of the Domestic Policy Council and the Director of the National Economic Council, on streamlining and leveraging Federal investments in rural areas, where appropriate, to increase the impact of Federal dollars and create economic opportunities to improve the quality of life in rural America;
(b) coordinate and increase the effectiveness of Federal engagement with rural stakeholders, including agricultural organizations, small businesses, education and training institutions, health-care providers, telecommunications services providers, research and land grant institutions, law enforcement, State, local, and tribal governments, and nongovernmental organizations regarding the needs of rural America;
(c) coordinate Federal efforts directed toward the growth and development of geographic regions that encompass both urban and rural areas; and
(d) identify and facilitate rural economic opportunities associated with energy development, outdoor recreation, and other conservation related activities.
Sec. 5. General Provisions. (a) The heads of executive departments and agencies shall assist and provide information to the Council, consistent with applicable law, as may be necessary to carry out the functions of the Council. Each executive department and agency shall bear its own expense for participating in the Council. (b) Nothing in this order shall be construed to impair or otherwise affect:
(i) authority granted by law to an executive department, agency, or the head thereof; or
(ii) functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(c) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(d) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

• Adopt existing draft County Ordinance (per Resolution R468-06) requiring water efficiency retrofits at point of home resale (prior to changing ownership) and later update the ordinance to require additional retrofits focusing on energy efficiency
4. Create ongoing outreach, education, and dialogue with the community about the implications of climate change and the benefits of sustainability
• Develop and implement ongoing community outreach about sustainability and climate change
• Estimate the Costs of Action vs. Inaction and communicate implications to key decision-makers
Sustainability and the implications of climate change bring a different managerial twist to any organization. Learning and communicating with each other as government entities, businesses and major institutions will help to facilitate this change. Eventually, it will be integrated into how we do business. Public Management magazine, a publication from ICMA, drove this home: “Educating residents about sustainability is important. When speaking to them, it may be good to refer to sustainability as being about local people, local places and local prosperity. To bankers, speak about living off the interest not the principle. To farmers, speak about not eating your seed corn. To the elderly, speak about their grandchildren. To veterans speak about our nation’s security. To scout groups, speak about leaving your campsite better than you found it… speak out” We need to keep speaking.
