“The breakdown of the Obama administration and the internecine political warfare within the Executive Office of the President has gone aloft. The President is losing it through his Obama wars.”
On March 28, 2011 our Commander in Chief, President Obama, spoke to the nation, the world and too the rebels of insurgence against powers to be of Arab Dictatorship rule, in a televised address from Washington, D.C. At the beginning of his speech, he praised our forces for “going after Al Qaeda all across the globe.”Then, President Obama, continued to give defense of our troops in its role against Libyan leader Muammar Gaddafi and in support of the Libyan ( Al Qaeda ) rebels. On hand clearly does not know what the other is doing, much like a large bureaucracy or that of say, an insurance company. One office has not a clue billing, what the other, receiving, is doing and they are both in the same building. Been there, done that; you know what I mean! Our Foreign policy is going to hell in a hand-basket! As riots began in January, it was clear that real democracy was not at play, as countries such as Tunisia’s moderate Islamist dictatorship was overthrown and the replacement government is of a more hard-line Islamist dictatorship, relaxing but certain economic rules to solidify its power. Then Egypt played its hand in the uprising game. Egypt is no more a democracy than my Dodge 94 pickup truck is an economic miser on gasoline consumption, no matter what color I paint it!
The military administration, (Dictatorship in name) of Egypt, this go around, has ruled the country since I was one years old, the 1954 coup. Since that overthrow, the administration has undergone three figurehead; Nasser, Sadat and now Mubarak. Mubarak began losing control as Twitter and the tweeters, along with Face Book followers, along with his changing military, forced him from office in favor of a constitutional reform that will in the end leave the military in power with a new figurehead ; possibly the Muslim Brotherhood.
Not exactly a democracy of political and international direction but of a lynch mob in favor of destroying its arch enemy, Israeli! What did President Obama say about this?
We are waiting for an answer and why are we aiding and abiding our enemy?
Now we are flying blind in Libya, aiding those who would see our children dead and their children dead but they are under a tyrannic rule, just another dictatorship gone a muck, where the violence against the demonstrators is much akin to another name not yet forgotten but conquered, Saddam Hussein. The problem here is that in Libya, the revolt is backed and supported by Al Qaeda!
Are we not at war in Afghanistan and Iraq against Al Qaeda operatives, I must be confused because here we are at war with them Afghanistan and Iraq but in Libya, we are leading the charge against Gaddafi, the US is actively aiding and abetting the Al Qaeda in a take-over of the country. Whose side are we on? Is everybody afraid to ask or say what is really on the Countries mind?
Again, do we know where our priorities lie? A ship commander and executive officer at Sasebo Naval Base were relieved of command due to a loss of confidence, in January of 2009. Cmdr. John Zuhowski was relieved that Thursday of command of the USS Tortuga, an amphibious assault ship, by Rear Adm. Richard Landolt, of Commander Task Force 76, according to a news release. Lt. Cmdr. Dennis Burke, the ship’s executive officer, was also relieved, the statement said. If a Commander in the Navy loses his station for “ loss of confidence,” what of a Commander in Chief who cannot tell to whom is the enemy? [1]
This is ludicrous, our Commander in Chief is having his cake and eating it too. An analogy would be our plight against Hitlers Germany in WWII. On the Russian Front we are aiding German forces but in the European theater we are fighting him tooth and nail! Has this man lost his mind? Does he have the ability to lead? Questions such as these need to be addressed if we as a country of the free world are to survive, as our economy dwindles and we pay for more bombs and missiles. Section 4 of the 25th Amendment to the US Constitution needs to be addressed. Section 4 is the only part of the amendment never to have been invoked. It allows the Vice President, together with a majority of either "the principal officers of the executive departments" (i.e., the Cabinet) or of "such other body as Congress may by law provide", to declare the President disabled by submitting a written declaration to the President pro tempore and the Speaker of the House of Representatives. Section 4 is meant to be invoked if the President's incapacitation prevents him from discharging the duties of his office and to provide a written declaration to that effect. The President may resume exercising the Presidential duties by sending a written declaration to the President pro tempore and the Speaker of the House.
Should the Vice President and Cabinet remain unsatisfied with the President's condition, they may within four days of the President's declaration submit another declaration that the President is incapacitated. The Congress must then assemble within 48 hours if not in session. Within 21 days of assembling or of receiving the second declaration by the Vice President and the Cabinet, a two-thirds vote of each House of Congress is required to affirm the President as unfit. Upon this finding by the Congress, Section 4 states that the Vice President would "continue" to be Acting President. Should the Congress resolve the issue in favor of the President, or if the Congress makes no decision within the 21 days allotted, then the President would "resume" discharging all of the powers and duties of his office. The use of the words "continue" and "resume" imply that the Vice President remains Acting President while Congress deliberates.
However, the President may again submit a written declaration of recovery to the President pro tempore and the Speaker of the House. That declaration could be responded to by the Acting President and the Cabinet in the same way as stated earlier. The allotted 21-day Congressional procedure would start again.[3]
But we are getting ahead of ourselves because, there is more, like this is not enough?
One the leaders of the rebellion fighting now in Libya, Abdel-Hakim al-Hasidi, left Libya to fight against U.S. Forces in 2002 in Afghanistan and later, he was known to have recruited jihads to fight against the US troops in Iraq, teaching them how to make an IUD and Kill Americans! He is now, one of a handful of terrorists from Iraq, Al Qaeda terrorists, fighting on the front lines in Ajdabiya, Libya.
Enemies today, friends tomorrow, are we are still sending body bags home from Iraq and Afghanistan?
President Barack Obama justifies the attacks on Libya by stating that the US government was “confronted by a looming humanitarian crisis”.If this is true, then why were we not using US forces in Egypt in response to the massacres of Coptic Christians by Egyptian military under the cover of the general demonstrations? Ted Koppel's comment, the day before Obama gave his why we are here speech stated, on 'MEET THE PRESS', "The question hasn't yet been answered as to why it is that Libya, of all the countries in that region, has won the humanitarian defense sweepstakes of 2011." My question, is the President of sound mind and body? How can Abdel-Hakim al-Hasidi be of our Allie, no matter what the situation? Has Al Qaeda opened its arms and we are now friends and if so, why are we still in military operations against them everywhere else in the world?
During the same episode of 'MEET THE PRESS', US Defense Secretary Robert Gates answered a question of is Libya of “our vital interest”, to which his responds was “I don't think it's a vital interest for the United States." On another note, to which I would think would be of a vital interest would be that of Syria! They too are in a critical meltdown and if a coalition against the powers to be there were assaulted, it could remove Iran’s strongest ally in the world. Therefore cutting off supply lines, a strategic move, of the Hizbullah terrorist organization in Lebanon, as well, damaging Hamas in Gaza.

That would be a smart play, a power move and one sending a message around the world, bringing more freedom to the Palestinian people within its territory! We would then be coming to the defense of Israel, or other Christian or the other minorities in the Middle East. A savior, an Allie! Instead, we are providing aid to the enemy. We are allowing for Al Qaeda and the Muslim Brotherhood to gain power, while giving recognition and prominence unto the Iran-Syria-Hezbollah-Hamas axis to terror, sowing the seeds for a Holy War against Israeli and a Pandora's Box as again, like Custard with the 7th Calvary, are encircled, taken by surprise and lead into a war to which we fueled in the first place. Our Liberties and Freedoms are at stake as long as we let the Pied Piper of 2011 lead us in to oblivion; if impeachment proceedings are but to harsh in saving our country, then let our Vice President, Joe Biden, take the bull by the horns and invoke section 4 of the 25th Amendment, putting an end to the Obama Wars and save America before America is no more!

Birth Certificate...A Presidential Nightmare: Trump Questions?

What is so hard or why would one not wish to produce your College Records or your Birth Certificate when running for a public office, unless you had something to hide? I had to furnish these documents, that were scrutinize by the press and my opponent when I last ran for public office.Nobody really cares if your degree is in Basket Weaving, just that if you say you have one in whatever, you can back it up. This is expected when in or running for a public office...your life is public. Do not like that? Then Quit or do not run in the first place. As far as a Birth Certificate is concerned, it is the LAW, and more than just an asking as to be the President of these United States of America, you must be born American on American soil. If this is so hard to do, not to worry because if you are playing Commander in Chief, it is to no avail, your replacement, upon producing his birth certificate will step into your shoes until 2012; Hello Mr. President Biden. According to The White House website, Joseph Robinette Biden, Jr., was born November 20, 1942, in Scranton, Pennsylvania, the first of four siblings. In 1953, the Biden family moved from Pennsylvania to Claymont, Delaware. He graduated from the University of Delaware and Syracuse Law School and served on the New Castle County Council. Then, at age 29, he became one of the youngest people ever elected to the United States Senate. That was simple and I'll bet it can be backed up before the wink of an eye. Not a single answer to what is going on with Brazil? I Am! I Vote! A standard automated answer I wouldn't wipe , well you get the point, it is a BS answer and I will vote NO to Vern! So too, may my friends. Next election I believe it will be for somebody else, a Florida Whig, maybe.

How hard is it to answer to atrocities committed against children or preferential treatment to foreign companies such as Obama Sending $10 Billion Of Your U.S. Tax Dollars To Brazil For Drilling New Oil, While Quashing America’s Drilling Rights and improving our deficit how? Petrobras, the oil company in question, boosts of being the 3rd largest energy company in the world, Petrobras is the sole owner of the Cascade field and has a 66.7 percent stake in Chinook, with France's Total holding the remaining interest. That replays back to foreign owned oil companies, holding US leases, selling our own oil back to us.

Does anybody but me see something wrong going on here? Instead of spending monies out to foreign companies from Brazil, why are we not setting up sanctions to stop the use of excessive force on civilians to the mistreatment of children instead. As long as we play, 'World Police', why are we not intervening in Brazil instead of giving away your money, in a time where the President wants cuts in your Social Security and welfare.

But Petrobras is expanding its bets beyond oil and looking at expanded investment in ethanol and bio-fuels.” according to Clean Skies; where did we hear that before and why exactly was the President in Brazil while he has yet to have explained himself to Congress or us as Why are we bombing Libya, which is of a humanitarian effort and has nothing to do with oil, right? A Letter to Buchanan, Vern, Florida, 13th District: Brazil?

The out rage of happens in Brazil, yet our government, you, have said nothing in ways to curtail its alignment with such brutal governments. Being a American, I am applauded at the way Brazil is given special treatment in Drilling of our oil on our soil under the Gulf of Mexico, that is unless you are following the Convention of the Sea treaty and we as Americans, now have lost our way because others are afraid to speak up against the UN in its takeover of our nation. Police brutalization in Brazil is OK and we turn the other way as we too let them steal our resources. Why are not ANY American Oil Companies allowed to drill for oil off our shores and why have we as a nation not spoken out against Brazil in its treatment of its own peoples. We drop bombs on Libya in a cause of, who knows the real motive but when such happenings Brazil is showing us, I am wondering to who you represent? To what will you do and please not another form letter as you constituents are rather tired of those macabre answers. Thank You GAA

This stems from our President Obama not allowing our own American oil companies from doing exploration in our own backyard, the Gulf of Mexico but does allow countries like Brazil who do not respect human life to drill, explore and then sell our own oil back to us. Why is this so Mr. President?

How is a Humanitarian Effort achieved with bombs?

The word “Humanitarian” means what exactly?
According to Merriam-Websters Dictionary,
Definition of HUMANITARIAN: a person promoting human welfare and social reform : philanthropist — humanitarian adjective — hu·man·i·tar·i·an·ism \-ē-ə-ˌni-zəm\ noun
A person who works to make other people's lives better.

I find it hard to swallow that the President is using Humanitarian efforts to end the social disruption in Libya by dropping bombs. What is so Humane about that? My father, God rest his soul, spent a small part of his life trying to take down the Kadaffe regime in Libya, back when he first took power in a blood bath that seems to be forgotten today. My ten cents worth on this subject is how is our Commander in Chief the one to grow a pair, more than once, I might add, since being sworn in, by doing a two step in by-passing Congress and doing whatever he wanted; to hell with the rest of us, It's my way or the highway.

This does not bide well with American Patriots, those in harms way and those to who you are suppose to be protecting; the American People! Now I for one, wish too, the Pig of Libya, its leader, would do a dispersal of his being but that is a decision of Congress, not mine or the President. But id the President chooses to make it a Presidential Order as Bush did in the past, it is expected to be explained to the American people immediately, no t weeks later!



A week or so after employing our troops, your boys and girls, into harms way, President Obama, under heavy attack from Congressional Leadership regardless of Party, buckled under the weight of Freedom and has resolved to finally tell us, his employer, his reasoning’s for his actions, the costs, and whatever else is on his agenda. On Monday the 28th at 7:30 PM eastern standard time, the President will give us his presence in explaining why he declared war on a country without Congressional approval. Well it is about time, who does he think he is anyway. To my knowledge, he may be Commander in Chief but he still puts his pants on one leg at a time, so what makes him so special? I am an American, born and bred both here at home and abroad in Europe. I hold two College degrees, one from Europe the other from the U.S.A. I am a card carrying devout American associated with the Florida Whig Party and if it takes myself running for Congress in 2012, to set our priorities back to the Land of the Free and the Home of the Brave, that I will do! I still believe in baseball, the Flag and a slice of our apple pie!

Principles before Party, Personality & Profits!

According to CNN, "our presence there is one of a Humanitarian effort". The U.N. Defers it as humanitarian law and this law is one of an international law which, in a conflict of interest, allows for 'lawful acts of war', as such these acts of war are deemed not to be prohibited by Article 6, found in the United Nations “Respect for Human Rights.” This is why our Commander in Chief choose to put us in harms way, he had permissions from the UN and its own Bill of Rights. Ours went out the window when President Obama signed and ratified the Convention of the Sea treaty, with the United Nations. Not only are our rights gone but we now, according to this Convention, under the US Agenda 21, do not have a Constitution anymore either. That is why the President was playing basketball with his daughters team, the day we, in a Humanitarian effort, bombed Libya, without Congressional consent.By the way, his daughter was away skiing while he played with the girls in giving them a pointer or two.

Now he has the Power to execute, but most in the past, never did this as one still has to explain why. According to Rolling Stone Magazine, “America is now at war to protect a Libyan province that's been an epicenter of anti-American jihad. In recent years, at mosques throughout eastern Libya, radical imams have been "urging worshipers to support jihad in Iraq and elsewhere," according to Wiki Leaked cables. More troubling: The city of Derna, east of Benghazi, was a "wellspring" of suicide bombers that targeted U.S. troops in Iraq.




Who's Flag is of the most importance to our President, that of the United Nations with its Articles of Humane Rights or our Red White and Blue with a strong Constitution and a Bill of Rights that stands with that of Magna Carta; “..here is a law which is above the King and which even he must not break. This reaffirmation of a supreme law and its expression in a general charter is the great work of Magna Carta; and this alone justifies the respect in which men have held it.” --Winston Churchill, 1956. Magna Carta, 1297: Widely viewed as one of the most important legal documents in the history of democracy. Right out the window because the big man, said so! From Marine Spatial Planning to Sector Separation and Catch Shares, all Convention of the Seas Articles, to a war with another country, both without your approval. Is this why I celebrate the forth of July?



With America's massive deficit, how can we afford to drop one bomb or fire one missile? Money falling from the air, with a deadly proclamation upon impact. But Despite the Libyan crisis and ongoing problems within our own borders, President Obama took the time not to chat with the American peoples but instead to focus on his on agenda again; gun control. The President challenged the NRA to negotiate new gun control regulations and met with gun control groups in pushing for the U.N.’s Arms Trade Treaty. Again, He is supporting the UN but what of the USA? The NRA was posturing that it is not the guns that are the problem; it is the system. I wish Mr. Heston was here, I'll bet he could put a bur under the Presidents saddle!

According to the Washington times,”The United Nations is holding secret closed meetings to work out a global arms trade treaty. The agreement, which could be finished by 2012, is a threat to Americans’ Second and First Amendment rights.”

If this is not enough to make one wish to regurgitate, how about the Real ID Bill, slated for May of this year to hit the Congressional floor. George Orwell must have had a time machine as the Real ID will scare the beeves out of you. It first surfaced its head as the North American Union Bill. It dissolved the borders of Mexico & Canada and we all became one big happy family. It failed! Now it is called the Real ID Bill; where REAL ID state-issued driver's licenses and identification cards have to meet federal standards or they will not be accepted for federal purposes. Sounds OK right? Wrong, it is a direct violation of our 10th amendment. But wait, if we are under UN law, we have no amendments right, exactingly and those in favor with the Obama Conspiracy are pressing on. By the time we wake up and realize we are being sold down the river, it may be too late and that my fellow patriots, is what this group is banking on.“If you have not read the news in a few months, you may be unaware: there are plans to create a North American Union, whereby Mexico, the United States and Canada will eventually become a single country, with a single currency and a single superhighway system. Construction on the NAFTA Superhighway, encompassing I-69 and directed by NASCO, has already begun in two states. It will run from central Mexico, through the middle of the United States, through Kansas City, and up into Canada. It will be four football fields wide, off limits to most Americans, and run by foreign companies.” ..according to NEWS BLAZE but I too have written of late of our demise of UN CONTROL. Cannot happen here I always here and you are right, if you do something about it; otherwise your gonna be somebodies whipping boy.

Again I ask, not only as a concerned American but as a journalist looking for answers why is this happening? The Real ID has consequences of retinal scan imagery on the card, finger prints, ID number, Social Security number, residents, medical alerts and anything else one can put on a bar codes, with Smart card technology. Think that violates any privacy laws? Well in Obama's New World Order, change is taking place and as Americans, You should scream at your Congressional Leaders to stop this lunacy. Yes, problems will happen by breaking this UN treaty taking our rights away but this American says “NO MORE!” In a time of deficit, why are we spending monies on Geo-Fencing, Read ID's, War and more. We cannot afford it because more is at stake than just your money and the only humanitarian thing to do is to impose impeachment proceedings as President has turned his coat and upon looking into the mirror who did he see but Benedict Arnold looking at me...........sounds like a crisis in America to me and for President Obama, a real meltdown if he does not get his act together.

"None of the above. The Florida Whig Party is for We the People who are not represented by lobbyists from national and international businesses, unions, or special interests. We believe in principles before party, personality, and profits, with deeds not words. We believe in the separation of church and state, state's rights, three equal branches of government, and self determination with personal responsibility."

Memorize these three sentences and rehearse them so they roll off the tonuge and watch what happens to the face of others.



It's just that simple.
But now we are back and building stronger everyday!

The Foundation to our Nation must be based upon a proactive initiative. John F. Kennedy once said,” The time to repair the roof is when the sun is shining.” The sun always has shinned upon our Nation, with the exception of a few rainy clouds, which now makes our roof leak. The time is now to set up a plan in repairing our roof, on the onslaught of our next sunny day. We must have a proactive initiative of principles before party, personality and profits; as is the primary goal of the Florida Whig Party, in this changing world of big government politics. It would seem, the fox is in the hen-house giving directions on how to protect the chickens. This type of governmental rhetoric needs to be controlled with our shared values of freedom and our free market capitalism needs a jolt of reality, as it is our key to an American success to opening the lock with the rest of the world.

The Democrats and Republicans, to which I was a faithfully yours, for forty years , are but two of the three tools, now in our tool-box of freedom. The Florida Whig Party seems to have less frustration in its dealings by sticking to its principle philosophy of “principals before party, personality and profits,” and more answers as I again am again, the people. Understanding all that is happening around me as it is part of my freedom, as an American, to voice, be heard and answered without straw man arguments.

The Question is “What are we as Americans, willing to do in aiding our country without losing more?” We are in a time where each and everyone of us must make sacrifices. Those that have wealth will have to give more. While those who have less, will in return, give less and those that have nothing at all will receive more. We are Americans, standing tall across our battlefields, wherever they well may be and as Americans, take care of our own.; leaving nobody behind. We all wish that our services such as Medicare and Social Security be protected at all costs, as they are battlegrounds to which some would leave behind our wounded. Winning this battle in taking back our country means higher taxes, a dirty three letter word but a necessity in loading it up, to get the job done. Everybody always wants more but to pay less while our Big Box Government believes in cutting services and the roots of our nation in a quick fix situation that is only bound to fail in the long run for all of us; We The People! Albert Einstein once stated, “ insanity is doing the same thing over and over again, and expecting different results.”

Slightly higher taxes for all and cuts where “the people” have agreed on, approved and are aware of, is where we the people need to be. Back to the basic government in principles where the people are in control, not the government. Our Congressional leaders, in general, listen to us when they need your vote and then, disappear like a whirlwind across the sands of time, only to blow back in a couple of years later, as again, they need your votes. Most of what happens under the roof of the hall, is little known by most of the general American public. The House and the Senate; Congress is spending your money without your approval, as you voted in John Doe from your state and he or she may or may not have vested time in you, to see what his vote record is. Do we even know what they are buying when all you hear now is cut, cut, cut. No we do not and as the people, we are the largest Ponzi scheme ever has been enacted in stealing our money.

Programs such as Marine Spatial Planning, Sector Separation, Catch Shares and invasions of your privacy in Geo-Fencing; all NOAA programs that were designed to turn a dollar, not for the country but for private foundations, of Green, the well off and Big Box Corporations; it does not take a brain surgeon to figure out that this is all driven by groups outside the general consensus, not by the people but by those to have an agenda in prosperity over principles. At around a billion dollars, I'll bet unemployment to social security could use a boost and We the people, would get a bang for our dollar as if we are paying higher taxes, then the big box government that it is now, can too do a little trimming and start being a government of the people. This could be a great place to start, as it would not cause our American made fisheries to go out of business to all who do not work for the big box stores. It would be a synching up of our belt as the people would be reinvesting back into the country through words, actions and our pockets, along side governmental oversights going out of sight; thus answering our question of “What will we do?”, through self sacrifice and prudent measures.

The fox will no longer be in charge of the hen house, as the chickens will have banded together in a Resurrection of ways that once were, having set the rules of play and patching any holes in our roof, out in the sunshine, with nothing to hide and plenty to gain. Once again, Americans will stand tall, with a solid foundation, building strong with American pride, looking to be the leader. Follow me for I shall show you the way, as Americans are not followers; we lead! Leading by the principles of party to profits and our economy will be strong, with the people, by the people and for the people.

We the People Shall Save the Nation

We, as Americans, need a true commitment to economic growth, not government growth which is what we are seeing today through agencies such as NOAA which is an dictation of such where as, we need to cut such frivolous spending (over 1.001 Billion) and look forward to appropriately reforming entitlements coupled with a full understanding of budget cuts, matched by policies in promoting growth to prosperity. NMFS conserves, protects, and manages living marine resources to sustain marine ecosystems, 7 In FY 2012, NOAA requests $1.001 billion to support fisheries and protected resource management to ensure an optimal balance between conservation objectives and economic opportunities. NOAA's fisheries programs as Magnuson- Stevens Act requirements have not been met as mandated and therefore we the people can start by saving this first billion dollars on data which is fictitious in nature, to begin with!



The fiscal responsibility of this must go hand in hand with policies that will drive economic growth and create jobs too. Excessive and unnecessary spending, gargantuan debt and out of control deficits call for those nasty words of 'tax increases', increased regulations, government-run health care and anti-growth energy policies. We we need, in this great time of need, is the passage of a sweeping tort reform law and to institutionalize Medicaid costs with management controls and oversight. We need to aid in a delivery of Social Security reform, while reducing spending by curtailing such Acts as the Patriot Act and the up coming REAL ID Bill, needs to be put into its place; out of view, as it violates both the 4th and 10th Amendments of our United States Constitution!



“I wish to ally with people who wish to reform the Social Security system and fix it, as we all should be doing, rather than cutting from it. There are too many other programs, to which need to slide down the hill and go away.”



The Social Security Reform bill is not a large slash to our Americanism but it is a start in a redistribution of growth by gradually raising the retirement age for people age 55 and younger and scale back benefits for the wealthy, as this could keep it out of foreclosure. I would put my foot down in blocking the implementation of the REAL ID Bill. It would require states to sign a new compact known as the Driver License Agreement (DLA) as written by the Joint Driver's License Compact/ Non-Resident Violators Compact Executive Board with the support of the American Association of Motor Vehicle Administrators which would have required states to give reciprocity to those provinces and territories in Canada and those states in Mexico that joined the DLA and complied with its provisions. These databases would include sensitive information such as Social Security numbers, home addresses, med-alerts and such not covered by the privacy act and thus, such foreign entities are not required to abide by US Law and are free to access or use the sensitive information as they see fit. I oppose the Real ID for reasons involving privacy, identity security, Constitutional sovereignty, the ineffective and wasteful nature of the bill, national security, and it is a waste of funds when we are at a time in slashing funds, not adding to them!



The whole purpose of the Real ID Law and the Convention of the Sea Treaty, along with NOAA in its Marine Spatial Planning is a new direction of New World Order and with such an ID, borders are of no consequence as it is no longer the USA but the North American Federation! Little laws, Acts and slow governmental growth over economic growth will creep into the backdoor and spread through the nation, like a wildfire if not put out now! Winning or losing any election is not what this is about. This is but a message that we must stand firm and not be belittled by anyone into governmental submission, if we wish to stand Free and be Free!

Financial Crisis IN The USA BOTTOMS OUT? Federal Reserve Press Release

The Federal Reserve on Friday announced it has completed the Comprehensive Capital Analysis and Review (CCAR), its cross-institution study of the capital plans of the 19 largest U.S. bank holding companies.

As a result of the CCAR, some firms are expected to increase or restart dividend payments, buy back shares, or repay government capital. The Federal Reserve on Friday will discuss the reviews and its decisions with firms that requested a capital action. All 19 firms will receive more detailed assessments of their capital planning processes next month.

In February 2009, the Federal Reserve advised bank holding companies that safety and soundness considerations required that dividends be substantially reduced or eliminated. Since that time, the Federal Reserve has indicated that increased capital distributions would generally not be considered prudent in the absence of a well-developed capital plan and a capital position that would remain strong even under adverse conditions.

The Federal Reserve's actions on capital distributions come after significant improvement in both economic conditions and the capital positions of financial institutions. From the end of 2008 through 2010, common equity increased by more than $300 billion at the 19 largest U.S. bank holding companies. Moreover, conclusion of the Basel III agreement to increase capital requirements and passage of the Dodd-Frank Wall Street Reform and Consumer Protection Act have substantially clarified the regulatory environment in which these firms will be operating. The return of capital to shareholders under appropriate conditions is a step in the process of improvement in the financial sector and will help to promote banks' long-term access to capital. Such access will support lending to consumers and businesses. The capital plan reviews foster appropriate capital distributions in a measured fashion while still helping to ensure continued increases in firms' capital bases.

These supervisory reviews by the Federal Reserve come in the context of a significant change in supervisors' expectations for firms' substantive capital policies and capital planning processes. Among other things:

* Firms are expected to demonstrate their ability to remain viable financial intermediaries as they make the planned capital distributions, even under stressed conditions;
* Firms are expected to continue to increase their capital base;
* In 2011, firms generally are expected to limit dividends to 30 percent or less of anticipated earnings;
* Planned share repurchases will be reviewed if there are material adverse deviations from the revenue and loss assumptions in a firm's capital plan such that capital is not increasing as anticipated; and
* In the event of a sharp deterioration in economic conditions that could have negative implications for safety and soundness, the Federal Reserve may require modification of previously submitted capital plans.

The CCAR involves a forward-looking, detailed evaluation of capital planning and stress scenario analysis at the 19 large bank holding companies. Although it was not standardized to the degree the Supervisory Capital Assessment Program (SCAP) was in early 2009, it builds on the experience gained during that exercise. In the CCAR, the Federal Reserve assessed the firm's ability, after taking into account the proposed capital actions, to maintain sufficient capital levels to continue lending in stressed economic environments, including under an adverse scenario specified by the Federal Reserve. The adverse scenario was intended to represent developments in a typical recession, with a decline in economic growth, a rise in unemployment, and a sharp drop in risky asset prices (for details, please see Comprehensive Capital Analysis and Review: Objectives and Overview, attached). Federal Reserve supervisors carefully analyzed and adjusted as appropriate projections of stressed revenues and losses provided by the firms in the CCAR.

It is important to note that there are a number of reasons why firms participating in the CCAR may not be making capital distributions this quarter. For example, a firm may not have requested approval of any such action, Federal Reserve supervisors may have believed a requested distribution was too high at this time and could weaken the firm's ability to weather adverse economic conditions, or supervisors may not have been comfortable with the capital planning process underlying the request. Firms may resubmit capital proposals each quarter, with their prospects for an answer of no objection dependent on their responses to any concerns raised during the CCAR.

For my birthday on March 31st, I'm asking my all who could too ever be in such a situation of disaster for a special gift: help me raise $100000 for Help Japanese Earthquake and Tsunami Victims. It's a great cause that just may give a little hope to make it another day. It is cold, snowing and no where to go. What can they do but rely on you! This will not go away in a day, a week, a month and with the fear of radiation now looming overhead, would it not be at least a little comfort to have a sip of water or a blanket to cling too or maybe something as simple as a roll of toilet paper; a necessity. Things we take for granted they need.

I chose Help Japanese Earthquake and Tsunami Victims because It is the right thing to do! FUBAR; Perfect Government Responds to Reactor Status


CNN has asked "THE EXPERTS" in the worst case scenario, what exactly could be the outcome of a complete breakdown of this nuclear nightmare? The answer has been a giant catastrophe on a Hugh magnitude was one answer from some Dr. of who knows what in Reactor research whatever and yet, not a real answer. Why cannot they just say what we already know, FUBAR; Perfect Government Responds to Reactor Status. The map above would be of a great starting point on what cannot happen? or at least, maybe the measurements would not be in RADS but in millisieverts or another form of RADS, just broken down more. Like the USS Ronald Reagan, the Aircraft carrier stationed 200 miles off the shore was detecting radiation from the disaster zone. 200 miles east of Japan or 200 miles closer to the USA had readings on the ship; what is that about? In another military term; SNAFU but nobody will talk about that either. So the map may not be real but what of the silence? Is that not more frightening? Does that make the map more or less credible? In conclusion to all this BS is that the Perfect Government Responds to Reactor Status is totally FUBAR and the answers to a simple question of could this map be real or not is answered in silence which is SNAFU!

Chairman Hall and members of the Committee, before I begin my testimony I would like to thank you for your leadership and the support you have shown the Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA), one of the Nation’s premier environmental science and stewardship agencies. Your continued support for our programs is appreciated as we work to improve the products and services that are vital to supporting America’s businesses, communities, and people. I am honored to be here as the Under Secretary of Commerce for Oceans and Atmosphere at NOAA to discuss the President’s FY 2012 budget.
Secretary Locke is singularly focused on how the Department of Commerce can help American businesses compete for the jobs of the future. As part of the Commerce Department, NOAA generates value for the Nation by providing the information and services that communities, managers, businesses, and individuals rely on every day to make decisions about their lives and businesses. NOAA touches the lives of every single American; we work 24/7 to keep families safe, property protected, living marine resources vibrant, communities thriving, and businesses strong. NOAA works everywhere, in every state, and from the surface of the sun to the depths of the ocean. Our research informs our many services and science guides our stewardship of the oceans, coasts, and Great Lakes.
The President’s FY 2012 budget request promotes innovation and American competitiveness and lays the foundation for long-term economic growth, while making responsible reductions. In particular, the budget recognizes the central role that science and technology play in stimulating the economy, creating new jobs, and improving the health and security of Americans.
FY 2012 BUDGET REQUEST AND FY 2010 HIGHLIGHTS
Secretary Locke has brought a dedicated focus on efficiency and good management to the Department of Commerce. As part of the Administration’s Administrative Efficiency Initiative, an aggressive government-wide effort to curb non-essential administrative spending, NOAA analyzed its administrative costs and reduced non-essential spending by $67.7 million. Beyond 2
administrative savings, NOAA engaged in a rigorous review of its programs and activities and identified additional savings that were achievable. For example, we were able to reduce the cost of operating our current satellite programs, and we restructured our international portfolio of climate research. Further, as a member of the newly established Gulf Coast Ecosystem Restoration Task Force we are working with federal and state agencies to find efficiencies, improve coordination and accountability in restoring Gulf Coast ecosystems.
In short, the FY 2012 budget for NOAA reflects our efforts to focus on program needs, identify efficiencies, and ensure accountability. It sustains core functions and services, and proposes increases for only the most critical programs, projects, or activities necessary to address the growing demand for NOAA’s science, services, and stewardship. The FY 2012 request is $5.5 billion, which is a decrease from the FY 2011 request. The FY 2012 request is an increase above FY 2010 enacted due primarily to our requirements to execute the restructured civil polar satellite program. As I will discuss later, this new generation of satellites is needed to replace satellites that will go out of service in the years to come. They are essential for both routine weather forecasts on which the private weather industry depends, and for storm warnings and watches that only the government can issue. The expenditures on satellites are mission critical for NOAA. People’s lives and property depend on them. This year 21 people have been rescued because of NOAA satellite tracking, and 91 have been rescued since last October. Beyond weather forecasts, fishermen and recreational boaters count on NOAA satellites to keep them safe in the event of an emergency at sea.
The FY 2012 NOAA budget recognizes that environmental and economic sustainability go hand in hand. We learned through the BP Deepwater Horizon oil spill and other events that we cannot have healthy economies without healthy communities and healthy ecosystems and that good science and stewardship is good business. NOAA’s 2012 budget makes the investments needed to save lives and livelihoods, to understand these critical connections, and to ensure sustainable communities, economies, and ecosystems.
Now I will turn to the details of the FY 2012 budget request and outline areas of significant investment.
Climate Service
The FY 2012 budget request includes a proposed budget-neutral reorganization that brings together NOAA’s existing widely dispersed climate capabilities under a single line office management structure called the Climate Service. The proposed organization mirrors the structure recommended by the National Academy of Public Administration expert panel that, at Congress’ request, completed a study on options for a climate service in NOAA. The principal goal of this budget-neutral reorganization is to better align NOAA’s existing assets under a unified leadership to more efficiently and effectively respond to the rapidly increasing public demand for climate services. The Climate Service would provide reliable and authoritative climate data, information, and decision-support services, and to more effectively coordinate with other agencies, partners, and the private sector. And -- important to this committee and to me -- the proposed structure would strengthen the world-class science for which NOAA is justly known. Without continued advances in the science that supports our mission, the utility of 3
services will degrade with time. Hence, the success of this organization requires attention to strengthening our core science capacity, strengthening the service-provision capacity and strengthening the connections between the two.
NOAA is continually improving our scientific and technological capacity to develop and deliver a range of science and services. For example, NOAA’s improved maximum precipitation predictions have been used to develop new standards for dam design that are being implemented around the Nation to improve dam safety and reliability. Similarly, through collaboration with the National Association of Home Builders and the Department of Housing and Urban Development, NOAA developed an Air Freezing Index that the home building industry estimates saves $300 million annually in construction costs and the equivalent of 9 million gallons of gasoline.
The budget-neutral realignment of resources within the current NOAA budget would not change staffing levels, would not require employee relocations, physical relocation of programs or labs, any new facilities, and would not increase the size of NOAA’s overhead. The Climate Service headquarters would be located in Silver Spring, Maryland.
The NOAA Climate Service, if approved by Congress, would have a budget of $346.2 million. Of this amount, NOAA proposes $3.0 million to support the Regional Climate Centers (RCC) in FY 2012. This funding will maintain support for RCCs as critical NOAA partners in the development and delivery of regional climate services. The RCCs will be aligned with the six NOAA Climate Service Regions and fully integrated as core components of NOAA’s regional climate services partnership. Each center will function as a source of expertise in the region, working to identify stakeholder needs and matching these needs with the emerging science and decision support services flowing from the Climate Service’s core capabilities. For example, this work could improve products for farmers, who already rely on NOAA climate data, particularly in El Niño/Southern Oscillation years, to make smart decisions about what variety of seed to plant and the amount of fertilizer to use. These types of forecasts can potentially provide a $500-$960 million per year benefit to the U.S. agriculture industry.
National Weather Service (NWS)
NOAA’s National Weather Service (NWS) is the Nation’s first line of defense against severe weather. NOAA provides weather, hydrologic, and climate forecasts and warnings for the United States, its territories, and adjacent waters for the protection of life and property and the enhancement of the national economy. More sectors of the U.S. economy are recognizing the impacts of weather, water, and climate on their operations and are becoming more sophisticated at using weather-related information to make better decisions. The NWS provides critical information to communities and emergency managers. In 2010, the United States experienced a number of extreme weather events including the historic winter blizzards in the Northeast early in the year, historic flooding in the Midwest and Tennessee, and the third most active Atlantic hurricane season on record.
The FY 2012 request for NWS is $988 million. The request envisions using cost-cutting and cutting-edge technologies to better support the programs necessary to achieve NOAA’s vision of 4
delivering more reliable forecasts, reducing weather-related fatalities, and improving the economic value of weather, water, and climate information.
Weather-related air traffic delays cost the U.S. economy over $41 billion in 2007, according to the Congressional Joint Economic Committee. Two thirds of these delays could be avoided with more accurate and better-integrated weather information for decision-making. To meet the rising demands of the air transportation industry, NOAA is involved in a collaborative partnership with the Federal Aviation Administration (FAA) and other Federal agencies to create the Next Generation Air Transportation System (NextGen). NOAA requests a $26.9 million increase to modernize our aviation weather forecasts and warnings. This funding supports NextGen development activities, allowing for better integration of weather information into decision-making solutions for the FAA – potentially reducing the number of air delays.
Wind shear is hazardous to aviation and critical to hurricane formation and intensity. The Nation’s upper air (UA) network enables unmatched ability to detect this wind shear and enables much improved ability to define the jet stream core by providing approximately 78,000 atmospheric profiles (wind, humidity, temperature, pressure and altitude) per year from ground level to up to 60,000 feet. To improve the UA network, NOAA requests a $5 million increase for new GPS radiosondes to provide a 50 percent improvement in wind measurement accuracy and a 6-fold improvement in vertical resolution. With this investment, NOAA will fully fund the purchase of GPS radiosondes for all 102 UA observing stations, ensuring improvements to weather models.
Large maritime data voids exist where no meteorological or oceanographic data are routinely sampled due to poorly maintained buoys. This lack of data makes it difficult for forecasters to make accurate and timely marine warnings and forecasts and to measure the accuracy of their forecasts. NOAA currently operates 101 moored, weather observation buoys and 49 coastal, marine automated network stations. However, over the last eight years, system performance has trended downward to the current low of 67 percent data availability as of February 2011. This trend will continue downward to 65 percent data availability by 2011 without increased support. NOAA requests a $4 million increase to provide operations and maintenance funding for damaged and destroyed buoys and to comply with new international regulations. Funds will also be used to begin reducing the backlog of deferred maintenance by employing charter vessels to supplement the diminishing availability of U.S. Coast Guard ship time for servicing the weather buoy network.
Finally, the underpinning of NOAA’s products and services mentioned previously is the model-based guidance of NOAA’s operational high performance computing (HPC). HPC provides models and model-based estimates of both current and future states of the Earth’s environment, which are a key component of modern weather forecasts. NOAA requests an $11 million increase towards transitioning NOAA’s HPC to a new contract, as well as continuing regular improvements to our numerical weather prediction modeling.
National Environmental Satellite Service (NESS)
NOAA’s satellites provide the data and information for forecasts that are vital to every citizen in 5
our Nation. From safe air, land, and marine transportation to construction and emergency rescue missions, we all use satellite products in our everyday lives. In FY 2010, our satellite program saw a major milestone accomplished with the launch of Geostationary Orbiting Environmental Satellite (GOES) – 15, the final spacecraft in the latest series. GOES-15 joined three other GOES spacecraft in assisting the Agency’s forecasters to more accurately track life-threatening weather from tornadoes, floods, and hurricanes to solar activity that can impact satellite-based electronics, communications, and power industries. In FY 2010, NOAA satellites also provided key support in the rescue of 281 people throughout and near the United States by providing their location to emergency responders.
The proposed reorganization would also affect some programs within the National Environmental Satellite, Data, and Information Service (NESDIS), which would be renamed the National Environmental Satellite Service (NESS), as all three of its Data Centers would be transferred to the Climate Service. The FY 2012 budget request for NESS is $2 billion, which we will invest in multiple satellite acquisition programs for the continuity of critical weather, climate, and oceanographic data. NOAA requests an increase of $687.8M for the Joint Polar Satellite System (JPSS), which is NOAA’s responsibility under the former National Polar-orbiting Operational Environmental Satellite System (NPOESS) program. Polar satellites provide critical weather forecasting for the $700 billion maritime commerce sector and provide a value of hundreds of millions of dollars to the fishing industry. The satellites save approximately $200 million each year for the aviation industry in ash forecasting alone and provide drought forecasts worth $6-8 billion to farming, transportation, tourism and energy sectors. Both civilian and military users will use JPSS data and products, which will continue to fulfill NOAA’s requirements to provide global environmental data used in numerical weather prediction models for forecasts. On behalf of NOAA, the National Aeronautics and Space Administration (NASA) will serve as the lead acquisition agent for JPSS, which supports the afternoon mission requirements. The Department of Defense will continue the acquisition of early morning orbit assets. NOAA is committed to working with our partners to complete the transition from the NPOESS program and to assure the continuity of Earth observations from space.
The GOES-R series satellites will provide critical weather observations for severe weather events, such as hurricanes, and also provide key enhancements in observational capabilities for climate, oceans and coasts, and the space environment. This program is the next-generation of geostationary satellites and provides mission continuity through 2036. NOAA continues to support the GOES-R program with a re-phasing, taking us from a two-satellite program to a four-satellite program with the addition of two optional satellites (GOES-T&U), while still providing continued satellite engineering development and production activities for GOES-R and GOES-S.
An uninterrupted climate record is critical to understanding global sea level rise, which directly threatens coastal communities and ecosystems through increased exposure and erosion, more intense storm-surge and tidal flooding, and loss of natural habitat due to drowned wetlands. Therefore, NOAA is requesting an additional $33.0 million to continue development of the Jason-3 satellite, which will provide continuity of sea surface height measurements, ensuring an uninterrupted climate record of over 20 years. The Jason-3 mission is a joint U.S. – European funded partnership. NOAA requests an $11.3 million increase to partner with the Taiwan National Space Organization for the launch of 12 satellites to replenish and upgrade the 6
Constellation Observing System for Meteorology, Ionosphere, and Climate (COSMIC) satellite constellation. This program is a cost effective means of obtaining information about temperature and moisture in the atmosphere around the globe, which will improve forecasting accuracy.
In addition, a requested increase of $47.3 million will support, in cooperation with NASA, refurbishing the existing NASA Deep Space Climate Observatory (DSCOVR) satellite and its solar wind sensors and developing a Coronal Mass Ejection Imager. The data and information provided by DSCOVR will support the operations of the Space Weather Prediction Center, which generates accurate and timely 1 to 4 day space weather forecasts and warnings. Space observations of geomagnetic storms are vital to reduce negative effects to power grids, GPS, telecommunications, the health and safety of astronauts, and the viability of satellite systems.
Oceanic and Atmospheric Research (OAR)
The major change as a result of the proposed reorganization to create a Climate Service (described above) is that NOAA would also strategically realign its existing core research line office, the Office of Oceanic and Atmospheric Research (OAR), to strengthen the agency’s overall science enterprise and advance the atmospheric and ocean, coastal, and Great Lakes research and applied science goals expressed in the America COMPETES Reauthorization Act of 2010. OAR will refocus its work to serve as an innovator and incubator of new science, technologies, and applications, and an integrator of science and technology across all of NOAA.
NOAA is committed to strengthening and integrating NOAA’s science enterprise consistent with the President’s call for science and innovation. NOAA’s request includes $212 million for OAR to continue strengthening core capabilities, such as improving our understanding of ocean acidification and its impacts, and promoting conservation and use of America’s coastal resources through our renowned Sea Grant Program, one of our many direct links to universities, citizens, and communities around the Nation. NOAA will also invest in the future by supporting innovation in weather forecasting science that can inform clean, renewable energy generation, which is related to an MOU with the Department of Energy. In FY 2012, NOAA requests $2 million to support research in targeted wind resource regions across the Nation. Funding will advance weather forecast accuracy and quality to allow for more efficient implementation of wind power usage in the United States.
Another core capability at NOAA is exploration. The NOAA Ship Okeanos Explorer is among the most technologically advanced research vessels and platforms for ocean exploration in the United States. In FY 2012, NOAA is requesting an additional $1.5 million to advance the operations of the Okeanos Explorer with the operation of telepresence technology, which enables scientists, educators, and others to participate and lead ocean exploration missions from remote shore-based Exploration Command Centers; to operate and upgrade the ship’s autonomous and remotely-operated vehicles; provide additional scientific days at sea; and reduce our huge knowledge gap of what lies in the deep ocean.
National Marine Fisheries Service (NMFS)
NMFS conserves, protects, and manages living marine resources to sustain marine ecosystems, 7 In FY 2012, NOAA requests $1.001 billion to support fisheries and protected resource management to ensure an optimal balance between conservation objectives and economic opportunities. 8
turtles. This requires balancing conservation objectives and economic opportunities, including commercial fishing activities and energy development. Investments in priority research in recovery actions are required to mitigate harm and maximize economic potential. In FY 2012, NOAA will invest an additional $2.5 million dollars to increase NOAA’s capacity for protected species stock assessments that provide the foundation of information for decision makers. We will continue supporting the Species Recovery Grants Program with a requested $8.0 million increase to provide grants to states and tribes to conduct priority recovery actions for threatened and endangered species, including restoring habitat, monitoring population trends, developing conservation plans, and educating the public.
Managing fisheries and protected species to their full biological and economic potential requires additional efforts focused on maintaining habitat and ecosystem functioning. NOAA requests $24 million for the Community Based Restoration Program, including a new $5 million effort to address larger restoration projects. NOAA plans to increase fish passage, spawning, and rearing habitat by implementing large-scale ecological restoration in targeted areas such as wetlands. To support the restoration and protection of the Chesapeake Bay, we request a $5 million increase for regional studies in the Bay. NOAA supports the President’s Executive Order to restore the Chesapeake Bay by providing enhanced understanding of the relationships between the Bay’s living resources and habitat, coordinating protection and restoration of key species and habitats across jurisdictional lines, and supporting a coordinated system of monitoring platforms distributed across the Bay.
National Ocean Service (NOS)
In July 2010, President Obama signed Executive Order Number 13547 that adopted the Final Recommendations of the Interagency Ocean Policy Task Force and established the National Policy for the Stewardship of the Oceans, Coasts, and the Great Lakes – reinforcing the notion that “healthy oceans matter.” NOS supports this policy by translating science, tools, and services into action to address coastal threats such as climate change, population growth, port congestion, and contaminants in the environment. A pivotal event in 2010 was the explosion of the BP Deepwater Horizon oil rig on April 20. Within hours, NOAA responded, providing targeted weather forecasts and oil spill trajectory maps and mobilizing personnel and assets to respond to what evolved into the largest oil spill in U.S. history. The Office of Response and Restoration (OR&R) played a critical role in our response and is leading our efforts to assess damage caused by the event. Over half of the U.S. Gross Domestic Product is generated in coastal counties,2 and it is expected that the Nation’s coastal population will grow to more than 11 million by 2015 so NOS’ services will become more vital to the coastal environment and economy.3 Increasing population density, growing economies, and increased vulnerability to damages from hazards such as sea level rise or storms, habitat loss, and other threats makes the task of managing coastal resources more difficult. The President’s FY 2012 Budget includes $559.6 million to enable NOAA to continue delivering a dynamic range of nationwide coastal and Great Lakes scientific, technical, and resource management services to meet the vision of being a Nation with safe, healthy, resilient, and productive oceans and coasts.

Human uses of ocean resources (e.g., ocean-based energy, marine aquaculture, commercial and recreational fishery products, shipping and navigation services, and other activities) need to be managed holistically. In FY 2012, NOAA requests $6.8 million to develop an agency-wide capability to conduct and support Coastal and Marine Spatial Planning (CMSP) in U.S. waters. CMSP will help us manage ocean resources in a systematic way by evaluating competing ocean uses, assessing opportunities and potential cumulative impacts, and working with industry, state and local decision makers and other stakeholders, to explicitly make trade-off decisions. CMSP is designed to focus on up front planning. There are no regulations involved. It does not add another layer of government but is designed to be more efficient, effective, and reduce redundancies in decision making. With the new Ocean Policy we are already witnessing efficiencies in our mapping and data collection across the Federal government, with data and information from the Departments of Defense and the Interior, and from Coast Guard, being integrated into a common database, which will be available to the public in the future.
The Final Recommendations of the Interagency Ocean Policy Task Force include a framework for implementing CMSP across the United States in a manner that respects regional variation of issues and priorities. This initiative will significantly advance the Nation’s capability to effectively and transparently match competing human uses to appropriate ocean areas. To further support CMSP and regional ocean governance, NOAA requests $20 million to establish a competitive grants program that will support regional ocean partnerships, such as the Gulf of Mexico Alliance, South Atlantic Governor’s Alliance, and the West Coast Governor’s Agreement on Ocean Health that are vital for advancing effective ocean management. In addition, a proposed increase of $1 million in our mapping program will significantly improve the accessibility of integrated ocean and coastal mapping data.
The BP Deepwater Horizon oil spill is a stark reminder that spills of national significance can occur despite the many safeguards and improvements that have been put into place since the Oil Pollution Act of 1990 was enacted. The risk of oil spills remains a concern given increases in marine transportation, pressures to develop domestic areas for drilling offshore, aging infrastructure susceptible to sea level rise and violent storms in U.S. coastal areas, and opening the Arctic to both shipping and oil development. NOAA’s OR&R is the lead trustee for the public’s coastal natural resources and an international scientific leader for oil spill response, assessment, and restoration. NOAA requests $2.9 million to develop an oil spill research and development program within OR&R to advance response technologies and capabilities, especially in deep water and Arctic environments. With this funding, NOAA will support external grants for essential research to provide useful information, methods, and tools for planners, oil spill responders, and assessment practitioners. Also in support of oil spill response, NOAA requests a $5.0 million increase to implement the U.S. Integrated Ocean Observing System (IOOS®) Surface Current Mapping Plan using high frequency (HF) radar surface current measurements. HF radar provides information vital to oil spill response, national defense, homeland security, search and rescue operations, safe marine transportation, water quality and pollutant tracking, and harmful algal bloom forecasting.
The BP Deepwater Horizon oil spill made it apparent that the economic and social well being of our coastal communities depends on the environmental suitability of our coastal resources.
Numerous coastal communities, not only in the Gulf but all along our coasts, are being impacted by the loss of fishing opportunities. In FY 2012, NOAA requests $8 million to create a National Working Waterfronts grant program to assist fishing-dependent coastal communities. These grants will assist distressed or at-risk fishing communities by providing resources for planning, capacity building, and other activities to support economic diversity, resource conservation, and economic capital growth.
Program Support
To deliver sound science and services, NOAA must continue to invest in its information technology (IT) infrastructure, the maintenance and construction of NOAA facilities, and the specialized aircraft and ships that complete NOAA’s environmental and scientific missions. A requested $9.1 million increase will reduce the risk of cyber attacks by enhancing security monitoring and response capabilities and consolidate our IT infrastructure into a single enterprise network. This budget includes an additional $10 million to support major restoration and modernization projects to address critical facility condition deficiencies and to improve safety and operating conditions in support of NOAA’s mission. The FY 2012 request ensures that NOAA’s fleet of vessels is able to provide reliable, compliant, and high-quality ship support to NOAA programs through several increases. For example, $3.4 million is requested to support environmental compliance costs, including ensuring that NOAA ships are not contributing to water quality degradation. Efforts to extend and maintain the life of the NOAA ships will be supported through an $11.6 million increase for repair periods.
Also critical to the execution of NOAA’s mission is our investment in the future. Students in K-12 we support today become our workforce of the future; undergraduate and graduate fellowship recipients provide immediate dividends; and each and every citizen touched by our literacy and outreach efforts become stewards of our natural resources. These down payments help to fulfill the President’s commitment to education. The FY 2012 budget includes $20.8 million for NOAA’s Office of Education to implement and manage scholarship programs aimed at fostering competitiveness in science, technology, engineering and math by providing quality educational opportunities.
Conclusion
Overall, NOAA’s FY 2012 budget request reflects the commitment that Secretary of Commerce Gary Locke and I have made to the President to out-educate, out-build, and out-innovate our competitors in support of robust economic job growth. We have made tough choices to cut lower priorities and identify cost-savings measures. The resources that are requested in this budget are critical to the future success of meeting our needs in climate, fisheries, coasts, and oceans. I look forward to working with you, the Members of this Committee, and our constituents to achieve the goals I have laid out here through the implementation of the FY 2012 budget. Some of you don't. That's cool. But if you do, or ever have, do it now. For the people of Japan. While we slept and the people of that beautiful country were shocked by an 8.9 earthquake. The nation is devastated based on initial videos. Turn on your TV. And say a prayer. God is watching those people, and they need Him. It is a dark day for our dear friends. I, Gary Anderson, would wish to invite you to our cause in raising monies through the RED CROSS to help those in need in Japan.

It seems our Government is, as Paul Truesdell, Chair of the Florida Whigs Party comments; as the world watching the media debate conflicting reports of a meltdown, the webmasters in Washington are golfing, fishing, bowling, or playing pinball. Well there's my age, they are likely playing Farm-ville, world or War-craft, or watching You Tube. Hello boys and girls, it's time to get back to work. At approximately 10:40pm PT on Thursday night a massive 8.9 earthquake struck off the coast of Japan and was followed by a 7.4 aftershock. The main quake was the world's 5th largest earthquake since 1900. The quakes sent a tsunami inland across Japan's northeastern coastline, devastating homes, farmland, and everything in its path. The extent of the damage is still unclear, but we know that it will be large and Japan will need international support to rebuild.



The American Red Cross helps countless individuals affected by disasters both in the U.S. and internationally. Donations will support our disaster relief efforts to help those affected by the earthquake in Japan and tsunami throughout the Pacific. No damage or injuries were reported in the Bay Area, but some docks and boats were damaged in Santa Cruz, about 50 miles to the south of San Francisco, and a person taking photos of the wave near the far Northern California town of Crescent City was swept out to sea and is still missing.

NOAA & GEOFENCING; Fleecing America!

I am, in an attempt to expose a wrong being done to the American Public by NOAA under the guise of the support of the President of this USA in an attempt to curtail our freedoms under the LOST Act, to which President Obama ratified, under almost no media coverage. I am the Managing Editor in Chief of America's fastest growing online fishing publication to which we will be in print later this year and live streaming video later for educational purposes. We have been called The Wall Street Journal of Fishing by our competitor Florida Sportsman magazine. I too am the Research Director with the RFA (Recreational Fishing Alliance) to which the President and Congressional Lobbyist Jim Donofrio said I need to contact the press, mainly main stream media, on to what I have unearthed.  To this I give you ten cents worth, along with a couple of links to which bear reading twice as it is unbelievable!


You know how you can fence in your dog with invisible fencing? Well its scientific name is called GEOFENCING. How about this one, NOAA is going to use GEOFENCING with your dime to fence off all our (American Coastlines) oceans and the Gulf of Mexico. It is their attempt to stop poachers or others who do not follow Sector Separation, Allocations, Catch Shares, TAQ's, TAF, and anything else crossing their invisible barriers mapping out our now not so free oceans. It might not be so bad except I am almost sure it invades on our privacy laws, rights in search to seizure and the 10th Amendment, if not Lord knows how many other laws. Just like the dog fence, remember; your dog is fitted with a transmitter and when it crosses the GEOFENCE, it gets shocked but in NOAA's case, it sounds bells & whistles so you can be stopped for being in a restricted area. Sound OK? Not, the reason, you as a boat owner did not volunteer to have this transmitter put in your boat. NOAA, along with a number of manufacturers, placed transmitters in boats sold to consumers and have not told anyone about it. There are apparently close to 50,000 boats out there with hidden transmitters in their hulls, waiting for you to break the law or maybe Big Brother just wants to keep tabs on you. How about them apples? Makes one wonder if NOAA turned on a GEOFENCE area in the Pacific as of yesterday, the water somehow became shocked and that is where all those dead sardines came from, speculation, but makes sense.


Now if NOAA is snooping into where I park my boat is not enough, how about where did they get the money to cover GEOFENCING for all of our oceans and yet nobody knows? Well, the bucks have been skimmed through earmarks since around 1995, when they first started experimenting with this shenanigan but as of late, right after I could have sworn President Obama said “No More Earmarks,” he signed into law in February the Omnibus Appropriations Act of 2009. Added to this insult to us Americans was also the passage and signing of the American Recovery and Reinvestment Act of 2009; measures worth One Trillion and 197 billion dollars and to add insult to injury, there are over 7700 Earmarks in these two Bills! One being giving gang members across America a free way to remove Tats from their bodies on your money! Want to cut some fat from our spending, well this Florida Whig would start right here and I could at least say, I saved my Country a Trillion dollars for waste and expenditures when those same monies could be helping people in finding work to giving aid to Moms and people in need!


But let us go back to the GEOFENCING.

Lawrence Tyminski, CIO of the fisheries service, also known as NOAA Fisheries. NOAA Fisheries started looking at technologies for VMS as far back as 1995, Spurrier said. The bureau did a number of pilots in small, localized regions. (AT WHAT COST?)In 2000 Spurrier and his staff took a fresh look at the project, and 2001 was the first year in which funding was appropriated for VMS. Different manufacturers make transponders compatible with VMS, Spurrier said. The transponders, hard-wired into the boats, send signals every 30 to 60 minutes, and the signals are relayed via a commercial satellite to federal authorities. Before the General Counsel Litigation Database was created, the agency's attorneys had used a Microsoft Access database, but it wasn't scalable enough, Tyminski said. NOAA lawyers could not share documents with their colleagues in regional offices without fear of reprisals.

'Over time, it was becoming inefficient, and it was becoming more and more difficult to pull the right type of information with any degree of accuracy from it,' Tyminski said. So his staff moved the data to an Oracle8i database accessible through a Web interface to provide a secure way for the attorneys to access the data.

Funded by the European Commission, the simulator would draw on data and resources from around the world, including NASA and several U.S. supercomputers, to essentially model everything happening on the planet. It’s expected to go online in 2022, when we’ll find out how omniscient, or at least prescient, computer systems can be. The National Oceanic and Atmospheric Administration opened last year one climate research supercomputer and announced plans to build another. Researchers will link with those centers through a new,high-capacity network that will carry about 80T a day in weather simulations. (GEOFENCING TOO!) Not to be left out, Google is contributing to global climate modeling with Google Earth Engine, which compiles 25 years of satellite images available for mapping trends in the Earth’s environment. NOAA’s National Environmental Satellite, Data and Information Service (NESDIS) will operate from the new facility when it opens in September 2010. NESDIS tracks severe weather, solar storms and climate change, and also relays emergency distress signals to search-and-rescue teams. (AND NOW GEOFENCING)

The project is expected to cost $11.7 million, with $9 million coming from the American Recovery and Reinvestment Act of 2009, The measures are nominally worth $787 billion. . The remainder of the funding will be provided by the Omnibus Appropriations Act of 2009. The Omnibus Appropriations Act, 2009 (H.R.1105, Pub. L. 111-8) is an Act for the United States government that combines bills funding the operations of each of the Cabinet departments, except Defense, Homeland Security, and Veteran Affairs into a single appropriation bill. It was signed into law by President Barack Obama on March 11, 2009. The House of Representatives version of the bill includes $410 billion in spending. DUMP THESE TWO USELESS BILLS AND SAVE THE COUNTRY 1,197, One Trillion and 197 billion dollars.


The bill was signed into law on February 17 by President Barack Obama at an economic forum he was hosting in Denver, Colorado. Only three Republicans signed off on it!
